                                                                                    Lake Charles, Louisiana


            The Organizational Meeting of the Police Jury of Calcasieu Parish, Louisiana, was held at 9:00 a.m. on Monday, January 14, 2008, in the Police Jury Room on the first floor of the Parish Government Building, Lake Charles, Louisiana, with The Honorable Chris E. Landry, outgoing President, calling the meeting to order.


            The invocation was pronounced by Father Henry Mancuso, Pastor of Sacred Heart Catholic Church in Lake Charles, which was followed by the Pledge of Allegiance. The roll was called, and the following jurors were present:

 

Mesdames Elizabeth Conway Griffin and Sandra J. Treme; and Messrs. Francis Andrepont, Guy Brame, Calvin Collins, Les Farnum, Kevin Guidry, Ellis Hassien, Chris Landry, Charles S. Mackey, D.D.S., Hal McMillin, Dennis Scott, Shannon Spell, Tony Stelly, and Claude A. Syas

 

Absent:None


            Also present were Mr. S. Mark McMurry, Parish Administrator; Mr. Bryan Beam, Assistant Administrator; Mrs. Coleen Clark, Executive Secretary; Mr. Richard Gremillion, Director of Emergency Preparedness; Mrs. Cheryl Heisser, Director of Human Resources; Mr. Jerry Milner, Director of Finance; Mr. Claude D. Smart, Parish Engineer; Mrs. Kathy P. Smith, Recording Secretary; Mr. Gerry Trahan, Director of Facility Management; Mr. Jim Vickers, Director of Planning and Development; and Mr. Randy Vincent, Director of the Office Community Services.


            The Honorable Kent Savoie, Chief Judge for the Fourteenth Judicial District Court, conducted the swearing-in ceremony and administered the Oath of Office to the following:

 

Mesdames Elizabeth Conway Griffin and Sandra J. Treme; and Messrs. Francis Andrepont, Guy Brame, Calvin Collins, Les Farnum, Kevin Guidry, Ellis Hassien, Chris Landry, Charles S. Mackey, D.D.S., Hal McMillin, Dennis Scott, Shannon Spell, Tony Stelly, and Claude A. Syas

 

Absent:None


            The Police Jury received a standing ovation and a round of applause.


            President Landry then opened the floor for nominations for the office of President of the Police Jury for the ensuing year.


            Mr. McMillin nominated Mr. Stelly for the office of President, and Mrs. Treme seconded said nomination. Motion was then made by Mrs. Griffin, seconded by Mr. McMillin and carried unanimously that nominations be closed and that Mr. Stelly be elected President by acclamation.


            President Stelly thanked his fellow jurors for having confidence in him by bestowing the honor of serving as President for this year. He stated that he and the Police Jury would continue working hard for the people of Calcasieu Parish, and he sincerely appreciated having been elected as President.


            President Stelly then opened the floor for nominations for the office of Vice-President of the Police Jury for the ensuing year.


            Mr. Collins nominated Mr. Guidry, and Mr. Landry seconded said nomination. Motion was then made by Mrs. Griffin, seconded by Mr. Landry and carried unanimously that nominations be closed and that Mr. Guidry be elected Vice-President by acclamation.


            President Stelly then presented an engraved plaque and gavel to outgoing-President Landry, and Mr. Landry presented a plaque to President Stelly in recognition of his service as Vice-President in 2007.


            Motion was made by Mrs. Griffin, seconded by Mr. Landry and carried unanimously that Mr. S. Mark McMurry be reappointed as ex-officio Parish Treasurer, in accordance with LSA—R.S. 33:1651, and that he be authorized to certify official documents of the Parish as ex-officio Parish Secretary.


            There being no further business, motion was made by Mrs. Treme, seconded by Mrs. Griffin and carried unanimously that the meeting be adjourned.
