The Police Jury of Calcasieu Parish, Louisiana, met in Regular Session at 5:30 p.m. on Thursday, January 20, 2005, in the Police Jury Meeting Room of the Parish Government Building, 1015 Pithon Street, Lake Charles, Louisiana, with The Honorable Hal McMillin, President, presiding, and the following members present:
Mesdames Elizabeth Conway Griffin and Sandra J. Treme; and Messrs. Francis Andrepont, Brent Clement, Calvin Collins, Mike Danahay, Kevin Guidry, Tony Guillory, Chuck Kleckley, Chris Landry, Charles S. Mackey, D.D.S., Don Manuel, and Tony Stelly
Absent: Mr. Cornie Moon
Also present were Mr. S. Mark McMurry, Parish Administrator; Mr. Bryan Beam, Assistant Administrator; Mrs. Coleen Clark, Executive Secretary; Mr. Richard Gremillion, Director of the Office of Homeland Security and Emergency Preparedness; Mrs. Cheryl Heisser, Director of Human Resources; Mr. Jerry Milner, Director of Finance; Mr. Claude Smart, Parish Engineer; Mr. Allen L. Smith, Jr. of the firm of Plauche, Smith and Nieset, General Counsel; Ms. Kathy P. Smith, Recording Secretary; Mr. Gerry Trahan, Director of Facilities Management; and Mr. Jim Vickers, Director of Planning and Development.
President McMillin called the meeting to order. The invocation was pronounced by Mrs. Griffin, which was followed by the Pledge of Allegiance led by Mr. Danahay. The roll was called with the result being as outlined above.
President McMillin welcomed everyone in attendance and asked those who would like to address the Police Jury to fill out a “Request to Appear” form and submit it to the staff. He also asked that all cellular telephones and pagers be turned off or set on a suitable mode so they would not interrupt the meeting.
President McMillin congratulated Mr. Kleckley on his recent (unopposed) election as State Representative, District 36, and stated that all of the members of the Police Jury would certainly miss his service as a juror.
President McMillin recognized Louisiana Senator Gerald Theunissen, and Louisiana Representatives Dan “Blade” Morrish, Ronnie Johns, and Brett Geymann, as well as Mayor Margo Racca of the Town of Iowa, as being present at the meeting on this date.
Upon motion made by Mr. Manuel, which was duly seconded by Mrs. Griffin and carried unanimously, the following proces verbal and resolution were adopted promulgating the results of the election held on January 15, 2005, for the levy and collection of a 2.41 mill special tax on all properties within the boundaries of the Parish for a period of ten years, beginning in 2005, for the purpose of maintaining and operating the facilities and services of the Calcasieu Parish Mosquito Control Program, as well as improving or constructing mosquito control facilities:

BE IT KNOWN AND REMEMBERED that on this 20th day of January, 2005, at 5:30 o’clock p.m., in accordance with a resolution adopted October 7, 2004, by the Police Jury of Calcasieu Parish, Louisiana (the “Police Jury”), the governing authority of Calcasieu Parish, Louisiana (the “Parish”), and recorded in the records of the Police Jury, being a quorum thereof, met at the regular meeting place of the Police Jury, in the Police Jury Meeting Room located on the first floor of the Parish Government Building, 1015 Pithon Street, Lake Charles, Louisiana, and according to law, received the certified tabulation sheets and results of the voting machines from the Commissioners and Commissioners-in-Charge of the election held in the Parish on January 15, 2005, in accordance with said resolution and there proceeded to count the ballots to determine the vote on the following proposition:
PARISHWIDE MOSQUITO CONTROL TAX
SUMMARY: Authorization for the Calcasieu Parish Police Jury (the “Police Jury”) to levy and collect a 2.41 mill property tax for ten (10) years, for the purpose of maintaining and operating the facilities and services of the Calcasieu Parish Mosquito Control Program, as well as improving or constructing mosquito control facilities.
“Shall the Calcasieu Parish Police Jury (the “Police Jury”), the governing authority of Calcasieu Parish, Louisiana, (the “Parish”) be authorized to levy and collect a 2.41-mill special tax on all properties within the boundaries of the Parish for a period of ten (10) years, beginning in 2005, for the purpose of maintaining and operating the facilities and services of the Calcasieu Parish Mosquito Control Program, as well as improving or constructing mosquito control facilities?”
