The Police Jury of Calcasieu Parish, Louisiana, met in Regular Session at 5:30 p.m. on Thursday, July 22, 2004, in the Police Jury Meeting Room of the Parish Government Building, 1015 Pithon Street, Lake Charles, Louisiana, with The Honorable Brent Clement, President, presiding, and the following members present:
Mesdames Elizabeth Conway Griffin and Sandra J. Treme; and Messrs. Francis Andrepont, Calvin Collins, Mike Danahay, Tony Guillory, Chuck Kleckley, Chris Landry, Don Manuel, Hal McMillin, Cornie Moon, Tony Stelly, and Alvin Stevens
Absent: Charles S. Mackey, D.D.S. (out of town)
Also present were Mr. S. Mark McMurry, Parish Administrator; Mr. Bryan Beam, Assistant Administrator; Mrs. Coleen Clark, Executive Secretary; Mr. Richard Gremillion, Director of Emergency Preparedness and Homeland Security; Mrs. Cheryl Heisser, Director of Human Resources; Mr. Claude Smart, Parish Engineer; Mr. Allen L. Smith, Jr., of the firm of Plauche, Smith and Nieset, General Counsel; Mrs. Kathy P. Smith, Recording Secretary; and Mr. Jim Vickers, Director of Planning and Development.
President Clement called the meeting to order. The invocation was pronounced by Mrs. Griffin which was followed by the Pledge of Allegiance. The roll was called with the result being as outlined above.
President Clement welcomed everyone in attendance and asked those who would like to address the Police Jury to fill out a “Request to Appear” form and submit it to the staff. He also asked that all cellular telephones and pagers be turned off or set on a suitable mode so they would not interrupt the meeting.
President Clement stated that one purpose of the meeting was to canvass and tabulate the returns of the special election held July 17, 2004, in Calcasieu Parish, Louisiana.
The Police Jury then proceeded to canvass the returns from the election held in Calcasieu Parish, Louisiana, on July 17, 2004, and after receiving the tabulation sheets and results of the voting machines from the election officials of the polling places, the following Proces Verbal was offered by Mrs. Elizabeth Conway Griffin, seconded by Mr. Tony Stelly, and adopted by the following vote:

BE IT KNOWN AND REMEMBERED that on this 22nd day of July, 2004, at 5:30 o’clock p.m., in accordance with a resolution adopted April 22, 2004, by the Police Jury of Calcasieu Parish, Louisiana (the “Police Jury”), the governing authority of Calcasieu Parish, Louisiana (the “Parish”), and recorded in the records of the Police Jury, being a quorum thereof, met at the regular meeting place of the Police Jury, in the Police Jury Meeting Room located on the first floor of the Parish Government Building, 1015 Pithon Street, Lake Charles, Louisiana, and according to law, received the certified tabulation sheets and results of the voting machines from the Commissioners and Commissioners-in-Charge of the election held in the Parish on July 17, 2004, in accordance with said resolution and there proceeded to count the ballots to determine the vote on the following proposition:
PARISHWIDE CRIMINAL JUSTICE TAX
SUMMARY: Continuation of a ten (10) year 3.16-mill property tax on all properties within the boundaries of Calcasieu Parish, beginning in 2005, for operating, maintaining and improving the facilities and services of the District Attorney and District Court of the 14th Judicial District in Calcasieu Parish, Louisiana.
PROPOSITION
“Shall the Calcasieu Parish Police Jury (the “Police Jury”), serving as the governing authority of Calcasieu Parish, Louisiana, (the “Parish”) be authorized to levy and collect a continuation of a 3.16-mill special tax on all properties subject to taxation within the boundaries of the Parish for a period of ten (10) years, beginning in 2005, for the purpose of operating, maintaining and improving the facilities and services of the District Attorney and District Court of the 14th Judicial District in Calcasieu Parish, Louisiana?”
