The Organizational Meeting of the Police Jury of Calcasieu Parish, Louisiana, was held at 10:00 a.m. on Monday, January 12, 2004, in the Police Jury Room on the first floor of the Parish Government Building, Lake Charles, Louisiana, with The Honorable Chuck Kleckley, outgoing President, calling the meeting to order.
The invocation was pronounced by Brother Steve James, Pastor of Trinity Baptist Church in Lake Charles which was followed by the Pledge of Allegiance. The roll was called, and the following jurors were present:
Mesdames Elizabeth Conway Griffin and Sandra J. Treme; and Messrs. Francis Andrepont, Brent Clement, Calvin Collins, Mike Danahay, Tony Guillory, Chuck Kleckley, Chris Landry, Charles S. Mackey, D.D.S., Don Manuel, Hal McMillin, Cornie Moon, and Tony Stelly
Absent:Mr. Kevin Guidry, newly-elected police juror representing District 9, was present at the meeting but did not take his Oath of Office
Also present were Mr. S. Mark McMurry, Parish Administrator; Mr. Bryan Beam, Assistant Administrator; Mrs. Coleen Clark, Executive Secretary; Mr. Richard Gremillion, Director of Emergency Preparedness; Mrs. Cheryl Heisser, Director of Human Resources; Mr. Jerry Milner, Director of Finance; Mr. Claude D. Smart, Parish Engineer; Mrs. Kathy P. Smith, Recording Secretary; Mr. Gerry Trahan, Director of Facility Management; and Mr. Jim Vickers, Director of Planning and Development.
The Honorable Patricia Minaldi, U. S. District Court, Western District, conducted the swearing-in ceremony and administered the Oath of Office to the following:

Before opening the floor for nominations for the office of President of the Police Jury for the ensuing year, President Kleckley thanked his fellow police jurors for allowing him to serve as President during the past year. He pointed out that the Police Jury had accomplished a lot, e.g., the budget, which had grown at a minimum, was balanced again for the 15th or 16th year in a row, the Parish had one of the best road systems in the State, there had been significant achievements in recreation, the Parish had one of the best health insurance programs for employees which was unmatched by any type of government in the State, and a very aggressive sewer ordinance had been enacted. President Kleckley pointed out that all of these accomplishments were done with the cooperation and hard work of his fellow police jurors. He stated that it had been a pleasure to work with them, and he looked forward to serving another four years on the Police Jury.
President Kleckley also thanked various members of the staff, stating that he felt it was one of the best in the State, pointing out that they not only did what they were asked but gave sound reasoning for or against a request.
President Kleckley received a standing ovation and a round of applause.
President Kleckley then opened the floor for nominations for the office of President of the Police Jury for the ensuing year.
Mr. Andrepont nominated Mr. Clement for the office of President, and Mrs. Griffin seconded said nomination. Motion was then made by Mrs. Griffin, seconded by Mr. Collins and carried unanimously that nominations be closed and that Mr. Clement be elected President by acclamation.
President Clement thanked his fellow jurors for bestowing on him the honor of serving as President of the premier governmental authority in the State. He stated that it was evident that things were good in Calcasieu Parish, and he sincerely appreciated having been elected as President.
President Clement then opened the floor for nominations for the office of Vice-President of the Police Jury for the ensuing year.
Mr. McMillin nominated Mr. Danahay, and Mr. Landry seconded said nomination. Motion was then made by Mrs. Griffin, seconded by Mr. Andrepont and carried unanimously that nominations be closed and that Mr. Danahay be elected Vice-President by acclamation.
President Clement then presented an engraved plaque and gavel to outgoing-President Kleckley. Mr. Kleckley thanked Mr. Clement, who had served as Vice-President during the past year, for his assistance in running the meetings and presented him with a copy of Robert’s Rules of Order to help him in the coming year.
Motion was made by Mr. Andrepont, seconded by Mrs. Griffin and carried unanimously that Mr. S. Mark McMurry be reappointed as ex-officio Parish Treasurer, in accordance with LSA—R.S. 33:1651, and that he be authorized to certify official documents of the Parish as ex-officio Parish Secretary.
There being no further business, motion was made by Mr. Danahay, seconded by Mr. Moon and carried unanimously that the meeting be adjourned.
