The Police Jury of Calcasieu Parish, Louisiana, met in Regular Session at 5:30 p.m. on Thursday, May 22, 2003, in the Police Jury Meeting Room of the Parish Government Building, 1015 Pithon Street, Lake Charles, Louisiana, with The Honorable Chuck Kleckley, President, presiding, and the following members present:
Mesdames Luvertha August and Sandra J. Treme; and Messrs. Brent Clement, Calvin Collins, Mike Danahay, Enos Derbonne, Chris Landry, Charles S. Mackey, D.D.S., Don Manuel, Hal McMillin, and Cornelius “Cornie” Moon
Absent: Mrs. Elizabeth Conway Griffin (serving as Guest Speaker at Headstart Graduation), and Messrs. Francis Andrepont (attending grandson’s graduation) and Algie Breaux (medical check-up in Houston)
Also present were Mr. S. Mark McMurry, Parish Administrator, Mr. Bryan Beam, Assistant Administrator, Mr. Richard Gremillion, Director of Emergency Preparedness, Mrs. Cheryl Heisser, Director of Human Resources, Mr. Jerry Milner, Director of Finance, Mr. Claude D. Smart, Parish Engineer, Mr. Allen L. Smith, Jr., of the firm of Plauche, Smith and Nieset, Legal Counsel, Mrs. Kathy P. Smith, Recording Secretary, Mr. Gerry Trahan, Director of Facilities Management, and Mr. Jim Vickers, Director of Planning and Development.
President Kleckley called the meeting to order. The invocation was pronounced by Dr. Mackey which was followed by the Pledge of Allegiance. The roll was called with the result being as outlined above.
President Kleckley welcomed everyone in attendance and asked those who would like to address the Police Jury to fill out a “Request to Appear” form and submit it to the staff. He also asked that all cellular telephones and pagers be turned off or set on a suitable mode so they would not interrupt the meeting.
President Kleckley advised that sealed bids would be opened at this time, as advertised in accordance with law for action to be taken at 5:30 p.m., for Calcasieu Parish Project No. 2003-03 (Ward 1 – Birdnest Road, Helen Lane, Kirby Lane, Marilyn Road, Podrasky Road, Joshua Lane, Cypress Lake Drive, Kingfisher Road, Wachsen Drive, Rothwood Drive, Atlanta Drive, Hampton Avenue, and Ashley Avenue). Mr. McMurry then proceeded to open the following bids, announcing the license numbers written on the outside envelope of each bid as required by the bid documents:

Motion was made by Mrs. August, seconded by Mr. Collins and carried unanimously that the bids as outlined heretofore be referred to the Parish Engineer for final tabulation, with further action thereon to be taken by the Police Jury at its Regular Meeting on June 5, 2003.
President Kleckley advised that sealed bids would also be opened at this time, as advertised in accordance with law for action to be taken at 5:30 p.m., for Calcasieu Parish Project No. 2003-05 (Pavement Striping of Various Roads in Wards 1, 3, 4, 5, 6, 7, and 8). Mr. McMurry then proceeded to open the following bids, announcing the license numbers written on the outside envelope of each bid as required by the bid documents:

Motion was made by Dr. Mackey, seconded by Mr. Landry and carried unanimously that the bids as previously outlined be referred to the Parish Engineer for final tabulation, with further action thereon to be taken by the Police Jury at its Regular Meeting on June 5, 2003.
President Kleckley stated that one purpose of the meeting was to canvass and tabulate the returns of the special election held May 3, 2003, in Calcasieu Parish, Louisiana.
The Police Jury then proceeded to canvass the returns from the election held in Calcasieu Parish, Louisiana, on May 3, 2003, and after receiving the tabulation sheets and results of the voting machines from the election officials of the polling places, the following Proces Verbal was offered by Mr. Brent Clement, seconded by Mr. Hal McMillin, and adopted by the following vote:

BE IT KNOWN AND REMEMBERED that on this 22nd day of May, 2003, at 5:30 o’clock p.m., in accordance with a resolution adopted February 6, 2003, by the Police Jury of Calcasieu Parish, Louisiana (the “Police Jury”), the governing authority of Calcasieu Parish, Louisiana (the “Parish”), and recorded in the records of the Police Jury, being a quorum thereof, met at the regular meeting place of the Police Jury, in the Police Jury Meeting Room located on the first floor of the Parish Government Building, 1015 Pithon Street, Lake Charles, Louisiana, and according to law, received the certified tabulation sheets and results of the voting machines from the Commissioners and Commissioners-in-Charge of the election held in the Parish on May 3, 2003, in accordance with said resolution and there proceeded to count the ballots to determine the vote on the following proposition:
BURTON COLISEUM & AGRICULTURAL SERVICES TAX
SUMMARY: Continuation of a 1.5-mill property tax for ten (10) years for the purpose of operating, maintaining, and improving the Burton Coliseum, and for funding other agricultural and community services.
PROPOSITION
Shall the Calcasieu Parish Police Jury, governing authority of Calcasieu Parish, Louisiana, continue to levy and collect a special tax of one and one-half (1.5) mills, on all property subject to taxation in Calcasieu Parish, Louisiana, for a period of ten (10) years, beginning in 2003, for the purpose of operating, maintaining, and improving the Burton Coliseum, and for funding other agricultural and community services, as determined to be necessary and proper by the Calcasieu Parish Police Jury, and in the event the proposition carries, for authority to levy the maintenance tax provided for herein?
