The Police Jury of Calcasieu Parish, Louisiana, met in regular session at 5:30 p.m. on Thursday, June 21, 2001, in Courtroom A of the Calcasieu Parish Courthouse, 1000 Ryan Street, with the Honorable Elizabeth Conway Griffin, President, presiding, and the following members present:

Mesdames Luvertha August and Sandra Treme; and Messrs. Francis Andrepont, Algie Breaux, Brent Clement, Calvin Collins, Mike Danahay, Enos Derbonne, Chuck Kleckley, Charles S. Mackey, D.D.S., Don Manuel, Hal McMillin, and Cornelius "Cornie" Moon.

Absent: Chris Landry (vacation)

Also present were Mr. S. Mark McMurry, Parish Administrator; Mr. Bryan Beam, Assistant to the Administrator; Mrs. Coleen Clark, Executive Secretary; Ms. Kathy P. Criglow, Recording Secretary; Mr. Richard Gremillion, Director of Emergency Preparedness; Mr. Jerry Milner, Director of Finance; Mr. Claude Smart, Parish Engineer; Mr. Allen Smith of Plauche, Smith, and Nieset, Legal Counsel; Mr. Gerry Trahan, Director of Facilities Management; and Mr. Jim Vickers, Director of Planning and Development.

President Griffin called the meeting to order, and the invocation was pronounced by Chaplain Mary Hassell, Calcasieu Parish Sheriff's Department, which was followed by the Pledge of Allegiance led by Mrs. August. The roll was called with the result being as outlined above.

President Griffin announced that a recent article in the "Southwest Daily News" had incorrectly stated that the Police Jury would on this date take action on a variance that had been approved by the Planning and Zoning Board on June 19, 2001, relative to property on Beglis Parkway in Ward Four being developed by Peppermill Apartments. She stated that if anyone was present for discussion on this item, the Police Jury would not be taking action on it since action by the Police Jury was not necessary on these types of variances.

President Griffin also announced that some adjustments had been made to the sound system in the courtroom so that everyone present could better hear and be heard. She asked that everyone speak directly into the microphones from a comfortable distance and that anyone in the audience who wished to address the Police Jury fill out a request form and present it to a staff member.

At this time, Mrs. Treme and Mr. Breaux, both members of the Executive Board of the Louisiana Police Jury Association, presented a scholarship on behalf of the Association in the amount of $500.00 to Mr. Dallas Kingham, a Junior Government major at McNeese State University.

Mr. Kingham expressed his appreciation for the scholarship, stating that it would allow him to enroll for the Summer semester and graduate the following semester.

Mr. McMillin pointed out that Mr. Kingham was from Westlake, and he and the City of Westlake were very proud that Mr. Kingham had received the scholarship.

Dr. Mackey presented a plaque to Ms. Bernette Tolston, a part-time parish employee who was recently recognized by the "Lake Charles American Press" as an Outstanding Athlete of the Year, and Ms. Tolston thanked the Police Jury for this recognition.

Motion was made by Mr. Andrepont, seconded by Mrs. Treme and carried unanimously that issuance of the following Special Events Permit be ratified:

It was moved by Mr. Andrepont, seconded by Mrs. August and carried unanimously that the minutes of the Regular Meeting of the Police Jury dated May 17, 2001, be approved and that the reading of same be dispensed with.

A report was received at this time from Ms. Luvertha August, Police Juror - District Four, with reference to ongoing activities within her district and liaison affiliations. Mrs. August stated that Gravity Drainage District No. Four of Ward Three was trying to get assistance for people who were suffering from the effects of extensive erosion along drainage laterals and that she had recently met with Mayor Randy Roach, Commissioner Pat Hay, and Mr. D. W. Jessen, Jr., to discuss options to consider in remediating some of the problems. She further stated that a couple of the options had been very positive, and Mr. Hay was in the process of studying these options with a report expected in the next couple of weeks.

In addition, Mrs. August stated that persons who appeared at the meetings of the Board of Commissioners of the drainage district were now being prioritized on the agenda.

Mrs. August also reported that she had received assistance from Representative Elcie Guillory via passage of a concurrent resolution by the Louisiana Legislature during the 2001 Regular Session which urges the agencies responsible for nominating and appointing members to the Board of Directors of the Southwest Louisiana Convention and Visitors Bureau to assure that not less than two members of said board were African-Americans. Mrs. August asked that a copy of the resolution as adopted by the Legislature be entered into the minutes as follows:

A CONCURRENT RESOLUTION

To urge and request the nominating and appointing authorities of the Southwest Louisiana Convention and Visitors Bureau to cooperate to the extent necessary to assure that at all times not less than two members of the board of directors of the bureau are African-Americans.

WHEREAS, the Southwest Louisiana Convention and Visitors Bureau, as the successor to the Lake Charles-West Calcasieu Parish Convention and Tourist Commission, was created for the promotion of conventions and tourism in the Calcasieu Parish area; and

WHEREAS, the bureau seeks to promote conventions and tourism to an audience of diverse associations, organizations, and individuals; and

WHEREAS, it is in the best interest of the bureau and the citizens of the Calcasieu Parish area in promoting the rich history, culture, cuisine, and recreational opportunities of the area to reflect the diversity of its people by appointing and maintaining African-Americans on the board of directors of the bureau; and

WHEREAS, diversity strengthens communities and promotes a healthy society where individuals are judged by the quality of their character and their contributions; it also enables us to make effective use of the talents and abilities of all citizens by bringing together individuals from diverse backgrounds and cultures.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana urges and requests the nominating and appointing authorities of the Southwest Louisiana Convention and Visitors Bureau to cooperate to the extent necessary to assure that at all times not less than two members of the board of directors of the bureau are African-Americans.

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Calcasieu Parish Police Jury, to the city of Lake Charles, to the city of Sulphur, to the West Calcasieu Community Center Authority, to the Chamber Southwest, to the West Calcasieu Association of Commerce, and to the Southwest Louisiana Convention and Visitors Bureau for distribution to those nominating organizations or associations promoting festivals, the arts or humanities, or representing the hotel and motel industry and the restaurant industry in Calcasieu Parish.

Mrs. August continued with her report, expressing her pride in and appreciation for being a part of the Calcasieu Parish Police Jury. She spoke of a recent conference she had attended through her service as President of the Administering Board of the Calcasieu Office of Community Services where she had learned that agencies in other states had to raise funds for programs offering services to the elderly which made her realize how fortunate the citizens in Calcasieu Parish were.

President Griffin thanked Mrs. August for her report and advised that action was needed on Zoning Case RZ01-021-01 which was a request by Myron Palermo to rezone from A-1 (Agricultural) to R-2 (Single Family Residential) to allow residential development on Topsy Road in Ward One, Police Jury District 1. She further advised that the Planning and Zoning Board had met on Tuesday, June 19, 2001, and voted unanimously to recommend that the request be granted with the following stipulation as recommended by the staff: (1) that all driveways be restricted to interior subdivision road and not Topsy Road.

Motion was made by Mr. Andrepont, seconded by Mrs. Treme and carried unanimously that the recommendation of the Planning and Zoning Board be upheld with respect to Zoning Case RZ01-021-01 and that the request to rezone be granted with the stipulation as outlined by the Board; whereupon, the following ordinance was adopted:

President Griffin advised that action was needed on Zoning Case RZ03-019-01 which was a request by Kenneth and Sylvia Wait to rezone from C-1 (Light Commercial) to R-MHP (Manufactured Home Park) to allow residential development on Tom Hebert Road in Ward Three, Police Jury District 9. She further advised that the Planning and Zoning Board had met on Tuesday, June 19, 2001, and voted unanimously to recommend that the request be granted with the following stipulations: (1) that the development adhere to the site plan on file with the Division of Planning and Development; and (2) that the manufactured home must be skirted within sixty days of zoning approval.

President Griffin advised that action was needed on Zoning Case RZ08-022-01 which was a request by Jennifer Bufford McCracken to rezone from R-MHP (Manufactured Home Park) to I-1 (Light Industrial) to allow a warehouse at Highway 3256 and East Opelousas Street in Ward Eight, Police Jury District 10. She further advised that the Planning and Zoning Board had met on Tuesday, June 19, 2001, and voted unanimously to grant the request with the following stipulations: (1) that only the north 250' be rezoned; (2) that all drives and parking will be hardsurfaced (concrete or asphalt); (3) that the development adhere to the site plan on file with the Division of Planning and Development; (4) that the proper permits must be obtained within thirty days of zoning approval; (5) that the use be limited to a warehouse; and (6) that the petitioner agrees to construct parking areas in accordance with the revised site plan which will be submitted at the meeting.

Motion was made by Mr. Andrepont and seconded by Mrs. August that the recommendation of the Planning and Zoning Board be upheld with respect to Zoning Case RZ08-022-01 and that the request to rezone be granted with the stipulations outlined by the Board.

Ms. Jennifer Bufford (the applicant) appeared before the Police Jury to seek clarification with respect to Stipulation No. (2) as stated heretofore and said that it was her understanding that not all parking areas had to be hardsurfaced, to which Mr. Vickers responded that she was correct.

Mr. Andrepont amended his motion, and Mrs. August accepted said amendment, to reflect this correction.

A vote taken on the motion as amended carried unanimously; whereupon, the following ordinance was adopted:

AN ORDINANCE amending Chapter 26 - Zoning, of the Code of Ordinances of the Parish of Calcasieu, Louisiana, classifying the area: A request by Jennifer Bufford McCracken to rezone from R-MHP (Manufactured Home Park) to I-1 (Light Industrial) to allow a warehouse on the property described as: Com at the NE cor of SE/4 of S30, T9S, R7W; th S 452.45 feet, m/l, to the N line of the Southern Pacific Railroad ROW; th W 216.4 feet, m/l; th N 452.45 feet, m/l, to the quarter Section line; th E 216.4 feet, m/l; to the POB, Calcasieu Parish, Louisiana, together with all improvements located thereon.

President Griffin advised that action was needed on Zoning Case RZ06-018-01 which was a request by C & D Management Properties, Inc. and Three Sisters Trust to rezone from A-1 (Agricultural) to I-1 (Light Industrial) to allow general storage of equipment and/or mechanic shop at 1175 Highway 389 in Ward Six, Police Jury District 11. She further advised that the Planning and Zoning Board had met on Tuesday, June 19, 2001, and voted unanimously to recommend that the request be denied. President Griffin also advised that the staff's recommendation had been to grant the request with the following stipulations: (1) that the use be limited to general storage and/or a mechanic shop; and (2) that all parts and equipment be stored within the confines of the building or within a six-foot privacy fenced area.

Motion was made by Mrs. Treme and seconded by Mr. McMillin that the recommendation of the Planning and Zoning Board be upheld with respect to Zoning Case RZ06-018-01 and that the request to rezone be denied.

Mr. Darrell Alston, attorney at law representing the applicant, appeared before the Police Jury and stated that he had been out of town when the Planning and Zoning Board acted on the request, and he had been shocked by the 11-0 vote. He further stated that he wanted to make sure the jurors had all of the available information and while he understood some of the concerns regarding the proposed rezoning, he wanted to address some things to make everyone aware of what was being proposed.

Mr. Alston explained that the property was located north of DeQuincy in a very rural area, and according to the zoning staff's drawings, the nearest home was over 200' from the proposed rezoning. Mr. Alston stated that a petition provided to the Planning and Zoning Board had made reference to oil field pipe being unloaded on more than one occasion at the site but that this had been addressed months ago. He explained that he and Mr. Wes Crain of the Planning and Development staff had driven out to the proposed site and determined that there was no oil field pipe on the property.

Mr. Alston also stated that there would be no noise problems with the proposed rezoning and that it was for storage of small parts and equipment. He pointed out that the property was located on Highway 389 which already had a lot of traffic traveling between DeQuincy and Singer, and he had a hard time believing that the proposal would cause more noise than currently existed.

Mr. Alston asked that if the Police Jury was inclined to side with the Planning and Zoning Board (to deny the request to rezone), he would like to ask for a deferral so that additional information could be presented to show what the applicant's intended use of the property would be. He stated that he would be willing to work with the staff and the opposition, but he asked the Police Jury to look at the application itself, pointing out that it was to rezone to light industrial for storage purposes only.

In answer to a question by Mrs. Treme, Mr. Alston stated that the double-wide mobile home located near the property was owned by the applicant who was allowing someone to live in it but that there were no double-wide homes on the subject property, making reference to a photograph taken May 25, 2001, which did not show a mobile home.

Ms. Carole Fullington, 1182 Highway 389, DeQuincy, appeared before the Police Jury and stated she lived across the street from the subject property. She explained that a request to rezone the property to light industrial to allow oil field equipment storage and repair had been denied by both the Planning and Zoning Board and the Police Jury in 1999. Ms. Fullington advised that she had a neighbor who often went outside at different times during the night to smoke cigarettes and that this neighbor had on several occasions seen people at the building on the subject property working and doing welding in the middle of the night. She also advised that the area was a very rural area with a lot of logging truck traffic, as well as people traveling to work in town and the industries, and there was no middle of the night traffic to compare with that associated with the business being conducted at the subject site.

Ms. Fullington spoke of problems in the past with pipe being dropped and waking people in the area up at 3:00 a.m. She stated that the pipe had been removed and there had been a decrease in traffic, but since the denial, there was still welding going on. Ms. Fullington stated that the neighbors had asked the Sheriff's Department to watch the property to see what was going on, but they had been told that it would be hard to catch someone without watching the building all night every night. She closed by asking the Police Jury to deny the request to rezone.

In answer to a question by Mr. Moon, Mr. Vickers stated that the Planning and Zoning Board had been made aware of the staff's recommendation (which was to grant the request with stipulations listed heretofore). Mr. Vickers explained that the property had a history of problems and that one of the previous owners had started erecting some buildings for an auto repair business, but said owner had gone out of business at which time the property reverted back to its original and current zoning of A-1 (Agricultural). Mr. Vickers stated that the staff's recommendations were based on negotiations with the current owner and were conditioned on everything being done inside the building and in a proper manner. He further stated that the staff did have to go out on different occasions because of problems, and they did not get cooperation from the property owner at first, but he felt the current owners were trying to make a "good faith" effort to try to cooperate.

In answer to a question by Mr. Moon as to whether the current owners were the ones who had not complied, Mr. Vickers stated that he thought it was the initial owners who had not done things correctly, but the persons who had acquired the property had some problems also with regard to storage of oil field equipment.

Mr. Moon asked if Ms. Fullington's concerns would be addressed if the recommendations of the staff were complied with. Mr. Vickers stated that while he could not speak for Ms. Fullington, he was aware that unsightliness and noise had been problems at one time, but if everything was kept inside the building, as was recommended by the staff, those things should not be issues any longer.

A vote was taken on the motion on the floor, which was that the recommendation of the Planning and Zoning Board be upheld with respect to Zoning Case RZ06-018-01 and that the request to rezone be denied, and said motion carried unanimously.

In accordance with the recommendation of the Planning and Zoning Board, motion was made by Mr. Andrepont, seconded by Mr. Collins and carried unanimously that the following ordinance be adopted:

She further advised that the Planning and Zoning Board had met on Tuesday, June 19, 2001, and deferred action due to the fact that the property owner had filed an application to rezone the property. The fill operation shall consist of the deposition of approximately 210 cubic yards of hauled-in material. Said project is located off of the Calcasieu River, left descending bank, at Lake Charles, Louisiana, in Calcasieu Parish; and

WHEREAS, the staff of the Division of Planning and Development has evaluated the proposal of Edwin Stirling Robinson relative to its compliance with current parish ordinances and provisions, such as zoning classification, flood zone regulations, coastal zone regulations, and required development permits, as well as its impact on the Parish Transportation System; and

WHEREAS, upon completion of evaluation, the staff of the Division of Planning and Development concluded there is no cause for objection to the permit application based on parish ordinances and provisions, since the project is located within the city limits of the City of Lake Charles.

NOW THEREFORE,

Said project is located on a 6.2 acre tract between Westlake Avenue and the Calcasieu River in Westlake, Louisiana, located within Section 36, Township 9 South, Range 9 West, in Calcasieu Parish; and

WHEREAS, the staff of the Division of Planning and Development has evaluated the proposal of Pujo Oil and Gas relative to its compliance with current parish ordinances and provisions, such as zoning classification, flood zone regulations, coastal zone regulations, and required development permits, as well as its impact on the Parish Transportation System; and

WHEREAS, the staff of the Division of Planning and Development has evaluated the proposal of Sabine Polypropylene Pipelines L.P. relative to its compliance with current parish ordinances and provisions, such as zoning classification, flood zone regulations, coastal zone regulations, and required development permits, as well as its impact on the Parish Transportation System; and

WHEREAS, upon completion of evaluation, the staff of the Division of Planning and Development concluded there is no cause for objection to the permit application based on parish ordinances and provisions, provided a development permit is obtained from the Parish Division of Planning and Development prior to commencement of the project.

(2) Recommended that a Cooperative Endeavor Request be approved in the amount of $10,000.00 from Community Center and Playground District No. Four of Ward One for recreation improvements to the Buddy Ball Field from the Ward One Special Service District allocation of the Riverboat Fund.

(3) Recommended that the following Cooperative Endeavor Requests be approved from the Economic Development and Parishwide Projects allocation of the Riverboat Fund:

(4) Recommended that the request of the Board of Commissioners of Ward One Fire Protection District No. One be approved to allocate $7,000.00 in funds left over on a previously awarded grant in the amount of $25,000.00 from the Ward One Special Projects by Ward allocation of the Riverboat Fund for additional improvements to the property. [The Police Jury awarded $25,000.00 on April 22, 1999, for the purchase of property for the construction of a fire station in the central part of the district. The Fire District has purchased the property at a cost of $18,000.00 and would like to use the remaining funds ($7,000.00) for additional improvements to the property.]

(5) Recommended that the request of the Board of Commissioners of Community Center and Playground District No. One of Ward Six be approved for a six-month extension on a previously awarded grant in the amount of $45,000.00 from the Ward Six Special Service District allocation of the Riverboat Fund for a pool renovation project. (The Police Jury awarded $45,000.00 on May 4, 2000, for this project. The project is nearing completion, but the Police Jury policy with reference to this program requires that the project be completed, and the funding be dispersed, within twelve months of the award.)

(6) Recommended that allocation of funding be approved in the amount of $62,500.00 for the purchase of a parishwide paging system by the Parish's Office of Emergency Preparedness (OEP). (The approximate total cost of this system is approximately $125,000.00, and the Calcasieu Parish Communications District has allocated $62,500.00 towards the purchase of this system. The Parish's OEP budget is able to absorb the requested amount from line items in its FY 2001 budget designated for emergency preparedness grant and major capital expenditures.)

Upon motion made by Mr. McMillin, which was duly seconded by Mrs. Treme and carried unanimously, the following resolution was adopted:

BE IT RESOLVED BY THE POLICE JURY OF CALCASIEU PARISH, LOUISIANA, convened in regular session on the 21st day of June, 2001, that it does hereby reappoint Mr. Tyler Peterson, as a member of the Board of Commissioners of Recreation District No. One of Ward Four, said term to expire in June, 2006.

BE IT FURTHER RESOLVED that, in accordance with state law, the above referred to appointee shall be administered an oath of office by any judge, justice of the peace, clerk of court, or notary public duly appointed and qualified in the State of Louisiana.

BE IT FURTHER RESOLVED that the above-named appointee shall be administered the oath of office within thirty days following receipt of this resolution.

BE IT FURTHER RESOLVED that, in accordance with state law, the above referred to appointee shall be administered an oath of office by any judge, justice of the peace, clerk of court, or notary public duly appointed and qualified in the State of Louisiana.

It was moved by Dr. Mackey, seconded by Mr. McMillin and carried unanimously to accept Calcasieu Parish Project No. 2001-01 (Ward One: Bonnie Blue Avenue, Bronco Circle, Bronco Lane, East Park Manor Drive, Park Manor Circle, Scarlet Drive, Tahoe Drive, Tan Tar A Circle, Wedgewood Drive, West Park Manor Drive; Ward Two: Manchester Road; Ward Three: Aberdeen Drive, Addison Loop, Autumn Lane, Drum Drive, East Lake Court Drive, Flounder Drive, Gossett Road, King Court Street, Ling Road, Marty Lane, Murbelle Road, North Lake Court Drive, North Tamela Drive, Pickerel Lane, Royal Avenue, South Lake Court Drive, South Pinewood Drive, South Tamela Drive, Spring Lane, Sundale Street, West Pinewood Drive, West Tamela Drive; Ward Four: Anthony Ferry Road, Barney Hoffpauir Road, Carolyn Street, Con Dios Lane, Dennis Road, Gill Drive; Ward Six: Anthony Ferry Road, Ernest Morial Road, Hooks Road and Penton Road) as substantially complete.

Motion was made by Mr. Andrepont, seconded by Mr. Danahay and carried unanimously that the low bid of Don Shetler Ford in the amount of $15,584.00 be accepted for purchase of one (1) 2001 four-door mid-size sedan, for use by the WIA Program Staff, said bids having been received by the Parish Purchasing Agent on June 19, 2001.

Upon motion made by Mr. Andrepont, which was duly seconded by Mr. Danahay and carried unanimously, the Parish Administrator was authorized to advertise for bids for purchase of one (1) 2002 four-door utility vehicle for use by the Office of Community Services.

It was moved by Mr. Andrepont, seconded by Mr. Manuel and carried unanimously to suspend the rules by a two-thirds majority vote to authorize the President of the Police Jury to forward a letter to the State of Louisiana, Governor's Office of Rural Development, formally requesting that Grant No. 98/99-CLC-0006 (Water Line Extension) in the Starks community be closed. (These funds were intended to be part of a match from other funding sources for this project, and efforts to secure the additional funding were unsuccessful.)

Motion was made by Mr. Andrepont, seconded by Mr. Breaux and carried unanimously to suspend the rules by a two-thirds majority vote to adopt the following resolution:

RESOLUTION

WHEREAS, Angelle & Donohue Oil & Gas Properties, Inc., Post Office Box 52901, Lafayette, Louisiana, 70505, made application in writing dated June 19, 2001, addressed to the Calcasieu Parish Police Jury, Lake Charles, Louisiana, requesting the said Police Jury to advertise for bids for leasing for mineral lease all of the right, title, and interest held by the Parish of Calcasieu, in the following described land situated in Calcasieu Parish, Louisiana, to-wit:

Tract No. 1: that certain tract or parcel of land containing 4.13 acres, more or less, being North Park Lane situated in Section 27, Township 8 South, Range 9 West, Calcasieu Parish, Louisiana. Said North Park Lane being more fully illustrated on that certain Plat of Survey dated April 22, 1974, prepared by D. W. Jessen, Registered Land Surveyor, recorded under Entry No. 1329837 of the official records of Calcasieu Parish, Louisiana.

Tract No. 2: that certain tract or parcel of land containing 4.96 acres, more or less, being Quail Ridge Drive situated in Section 27, Township 8 South, Range 9 West, Calcasieu Parish, Louisiana. Said Quail Ridge Drive being more fully illustrated on that certain Plat of Survey dated May 26, 1978, prepared by Philip L. Whitaker, Registered Land Surveyor, recorded under Entry No. 1512501 of the official records of Calcasieu Parish, Louisiana.

Tract No. 1 and Tract No. 2 combined total 9.09 acres, more or less.

WHEREAS, a certified check in the amount of Two Hundred Dollars ($200.00) payable to the order of the Calcasieu Parish Police Jury was enclosed with such application, as required by law; and

WHEREAS, in the judgment of the Police Jury of Calcasieu Parish, Louisiana, this application is in order and it is in the best interest of the Calcasieu Parish Police Jury, that the above described land be advertised for bids for a lease for mineral purposes.

NOW, THEREFORE, BE IT RESOLVED BY THE POLICE JURY OF CALCASIEU PARISH, LOUISIANA, convened in regular session on the 21st day of June, 2001, that the President of the Police Jury is hereby authorized to advertise for bids in conformity with the laws of the State of Louisiana covering publications for bids for leasing for mineral purposes public lands, and providing that all such bids must be received on or before 5:30 p.m., Thursday, July 5, 2001, in the Calcasieu Parish Courthouse, Courtroom A, 1000 Ryan Street, Post Office Drawer 3287, Lake Charles, Louisiana, 70602-3287.

* * * * * * * * * * * * Upon motion made by Dr. Mackey, which was duly seconded by Mrs. August and carried unanimously, the rules were suspended by a two-thirds majority vote to accept the construction of the White Oak Park Pavilion as substantially complete.

It was moved by Mr. Andrepont, seconded by Mrs. August and carried unanimously to suspend the rules by a two-thirds majority vote to direct the Planning and Development staff to perform a reclassification study to be considered by the Planning and Zoning Board for rezoning property currently zoned A-1 (Agricultural) located off of P. E. Daigle Road in Ward Eight, as requested by some of the property owners.

There being no other business, motion was made by Mr. Moon, seconded by Mr. Manuel and carried unanimously that the meeting be adjourned.
