9.  Take appropriate action on RZ03-006-08 which is a request by Pine Hill Land Company, L.L.C. to rezone from A-1 (Agricultural) to R-1 (Single Family Residential) to allow a single family residential subdivision.  (Gossett Road in Ward Three, Police Jury District 6, Mr. Scott)

 

        [The Planning and Zoning Board met on Tuesday, March 18, 2008, and voted unanimously to recommend that the request be granted.]

 

10.    Take appropriate action on RZ03-007-08 which is a request by Leobelle P. Ortego to rezone from R-2 (Mixed Residential) to C-1 (Light Commercial) to allow commercial development (sewing alteration shop).  (Western Drive in Ward Three, Police Jury District 9, Mr. Guidry)

 

        [The Planning and Zoning Board met on Tuesday, March 18, 2008, and voted unanimously to recommend that the request be granted with the following stipulations: 1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) landscaping must be installed prior to issuance of an occupational license; 3) that shutters must be installed on the front of the building prior to utilities being connected; and 4) that the building must have vinyl façade prior to utilities being connected.]

 

11.    Take appropriate action on RA03-002-08 which is a request by Alfred Miller Contracting to abandon the west 860 feet of L. Miller Road.  (L. Miller Road in Ward Three, Police Jury District 6, Mr. Scott)

 

        [The Planning and Zoning Board met on Tuesday, March 18, 2008, and voted unanimously to recommend that the request be granted.]

 

12.   Receive report from the Division of Planning and Development on the Community Rating System (CRS) rating and update on the FEMA map revision.

 

13.   Consideration of adopting an ordinance rescinding Ordinance No. 3367 to revert property from C-2 (General Commercial) to A-1 (Agricultural), in accordance with Stipulation 1, which stated that the property shall only be used as a used auto sales business, and if the business ceases to exist, the property shall revert to the original A-1 (Agricultural) zoning classification. (Hwy 3063 in Ward 7, Police Jury District 12, Mr. Hassien)

 

AGENDA NOTE: on October15, 1992, the Police Jury approved a request by Charles Rankins to rezone from A-1 (Agricultural) to C-2 (General Commercial) to operate a used car lot. The business has ceased operations.

 

14.    Consideration of amending ordinances with reference to the following adjudicated property:

 

(14.1) rescind Ordinance No. 5298 which allowed Sonia Petroleum, Inc. to purchase the following described property: AP03-204-05, 2800 Block of Fitzenreiter Road – vacant lot in Ward Three, Lake Charles, Louisiana, Lot 7 E H Dever Sub 22.9.8; Assessment No. 432962. AGENDA NOTE: Sonia Petroleum, Inc. failed to fulfill the necessary requirements in order to complete the sale.  It is the recommendation of the Director of the Division of Planning and Development to readvertise the sale of the above-mentioned property.

15.     Consideration of adopting a resolution approving grant management and administering of the Coastal Impact Assistance Program (CIAP) Grant received by the Parish through the Department of Natural Resources (DNR) for the following six coastal restoration projects ($8.8 million), which were previously approved by DNR, and further, authorize the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto:

16.     Consideration of adopting a resolution endorsing and supporting the raising of the cap on the oil and gas severance tax base from $850,000 to $2,850,000 for the parishes that are currently capped under the state disbursement structure of oil and gas severance taxes, and further, that copies of this resolution be forwarded to members of the Calcasieu Legislative Delegation.

 

17.     Consideration of approving the Budget Committee Report dated March 20, 2008.

 

18.     Consideration of authorizing the President of the Police Jury to execute the necessary documents for donation of right-of-way from Goldsmith Farms, LLC, Ida Mae McCray Jackson, Mary Frances Jackson, and Theodore Jackson on Georgia Road in Ward One, in accordance with criteria established by the Police Jury and recommendation of the Parish Engineer.  (Police Jury District 2, Mr. Collins)

 

19.     Take appropriate action on bids received by the Parish Purchasing Agent on March 10, 2008, for the following: 

 

(19.1) one 2008 one-half ton extended cab quad door pickup truck, for use by the Division of Planning and Development.

 

(19.2) electronic monitoring, for use by the Office of Juvenile Justice Services.

 

20.    Take appropriate action on bids received by the Parish Purchasing Agent on March 17, 2008, for propane fuel, with unit prices effective from March 21, 2008, until September 30, 2008.

 

         AGENDA NOTE:  no action necessary; bid opening has been extended to March 24, 2008.  Action on bids will be taken on April 3, 2008.

 

21.     Consideration of authorizing the Parish Administrator to advertise for bids for the following projects:

 

         (21.1) Calcasieu Parish Project No. 2008-07 (Construction of Pine Forest Road) in Ward Six.

 

         (21.2) Calcasieu Parish Project No. 2008-08 (Construction of a 200,000 gallon ground storage tank and maintenance of the existing storage tank) for Waterworks District No. Five of Wards Three and Eight.

 

22.    Consideration of authorizing the Parish Purchasing Agent to advertise for bids for one new small sports utility vehicle, for use by the Human Resources Department.

 

23.    ADVISE that Bryan Beam, Assistant Parish Administrator, received the International City/County Management Association (ICMA) Credentialed Manager designation.

 

         AGENDA NOTE: ICMA Credentialed Managers are professional local government managers qualified by a combination of education and experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development.

Consideration of adopting a resolution authorizing advertising of an oil, gas, and mineral lease on certain tracts or parcels of land (8.32 acres, more or less) in Section 1, Township 11 South, Range 9 West, in Ward Three.  (Police Jury District 6, Mr. Scott)

 

Item No. Two:

 

ADVISE that Mrs. Hilda Ogea has been appointed by the Louisiana Supreme Court to fill the position held by her late husband, Mr. E. L. “Buddy” Ogea, to serve as Justice of the Peace in Ward Eight, pro tempore, effective March 19, 2008, through September 19, 2008, or until the vacancy is filled, whichever occurs first.
