4.       Roll Call.

 

5.       The following has been advertised in accordance with the law for action to be taken at 5:30 p.m.:

(5.1) Receive and open sealed bids for Calcasieu Parish Project No. 2007-04 (Overlaying and Drainage Improvements of Various Roads in Calcasieu Parish, Louisiana), and take appropriate action thereon.

(5.2) Receive and open sealed bids for Calcasieu Parish Project No. 2007-08 (Water Main Extension on Various Roads in Ward Two and Ward Eight in Calcasieu Parish, Louisiana), and take appropriate action thereon.

 

6.    HOLD A PUBLIC HEARING AT 5:30 P.M. to receive comments regarding the proposed alteration of the boundaries of Waterworks District No. Fifteen of Ward Two to exclude Sections 17, 18, 19, and 20, all in Township 10 South, Range 7 West, with the excluded area to be serviced by Waterworks District No. Five of Wards Three and Eight, and adopt an ordinance altering the District boundaries accordingly.

 

AGENDA NOTE: this public hearing has been properly advertised in accordance with law and the resolution adopted on March 8, 2007, declaring the Notice of Intention to alter the boundaries of this District.

 

7.   Special recognition of Section Eight Program landlords that have participated in the program twenty years or more in observance of Fair Housing Month and the 30th Anniversary of the Calcasieu Parish Housing Department.

 

8.   Take appropriate action on applications for liquor and beer permits. (Mr. Vickers) 

 

9.    Consideration of approval of the minutes of the Regular Meeting of the Police Jury dated March 22, 2007.

 

10.     Take appropriate action on RZ04-005-07 which is a request by John C. Trouth to rezone from R-2 (Mixed Residential) to I-1 (Light Industrial) to allow employee parking and laydown yard for Trouth Air Conditioning business.  (Susan Street in Ward Four, Police Jury District 15, Mr. Danahay)  

 

         [The Planning and Zoning Board met on Tuesday, April 17, 2007, and voted unanimously to recommend that the request be granted with the following stipulations:  1) that the use be limited to a laydown yard and employee parking only; and 2) that a landscaping plan must be submitted and approved by the Division of Planning and Development for landscaping along the west and east property lines.  The landscaping must be installed within 6 months of zoning approval.]

 

11.      Take appropriate action on RZ01-006-07 which is a request by Jack Manuel to rezone from R-2 (Mixed Residential) to R-M (Multi-Family Residential) to allow eight duplexes.  (You Winn Road in Ward One, Police Jury District 2, Mr. Collins) 

 

         [The Planning and Zoning Board met on Tuesday, April 17, 2007, and voted 6 (for) to 3 (against) to recommend that the request be granted with the following stipulations:  1) that the development adhere to the amended site plan on file with the Division of Planning and Development; 2) that the development be limited to four duplexes only; and 3) that the access road be hardsurfaced six months after the completion of the final duplex.]

 

12.     Take appropriate action on RZ01-035-04 which is a request by Jack Manuel to amend the site plan from houses to duplexes.  (Georgia Road in Ward One, Police Jury District 2, Mr. Collins) 

 

         [The Planning and Zoning Board met on Tuesday, April 17, 2007, and voted 8 (for) to 1 (against) to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that a centralized postal approved mailbox must be provided upon completion of development; and 3) that the development be limited to four duplexes only.]

 

         AGENDA NOTE:  on Thursday, October 21, 2004, the Police Jury rezoned the property from R-2 (Mixed Residential) to R-M (Multi-Family Residential), Parish Ordinance No. 4816, to allow the resubdivision of property for existing houses.  The houses were damaged in Hurricane Rita, and Mr. Manuel would like to replace them with duplexes.  R-M zoning allows the duplexes; however, when the property was rezoned, the Planning and Zoning Board and the Police Jury approved the submitted site plan that consisted of houses only.  The Police Jury has to amend the ordinance to allow the use of the amended site plan.

 

13.      Take appropriate action on RZ01-007-07 which is a request by Donald Hodge to rezone from A-1 (Agricultural) to C-2 (General Business Commercial) to allow a truck stop.  (Highway 171 North in Ward One, Police Jury District 1, Mr. Manuel) 

 

         [The Planning and Zoning Board met on Tuesday, April 17, 2007, and voted unanimously to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; and 2) that all development must be landscaped with an approved landscape plan submitted to the Division of Planning and Development.]

 

14.     Take appropriate action on RZ01-003-07 which is a request by Powell Timber company to rezone from A-1 (Agricultural) to R-1 (Single Family Residential), R-M (Multi Family Residential), and C-2 (General Commercial) to allow a planned community development (mostly residential with low density commercial development). (Cypress Lake Drive/Dunn Ferry Road in Ward One, Police Jury District 1, Mr. Manuel) 

 

         [The Planning and Zoning Board met on Tuesday, April 17, 2007, and voted unanimously to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that all signs must be low profile monument signs; 3) that the use be limited to C-1 (Light Commercial) uses and car washes, farmers market, gasoline stations, institutions, janitorial services, laundry and linen services, neighborhood shopping, professional and medical offices, printing and engraving, retail manufacturing, restaurants (alcoholic beverages consumed on premises) and theaters in the C-2 (General Commercial) area; and 4) that all development must be landscaped with an approved landscape plan submitted to the Division of Planning and Development.]

 

         AGENDA NOTE:  on Thursday, March 22, 2007, the Police Jury deferred action for thirty days at the request of the Planning and Zoning Board.

 

15.     Take appropriate action on RZ08-008-07 which is a request by Sarah Spencer and Joe G. Berry to rezone from A-1 (Agricultural) to I-2 (Heavy Industrial) to allow a temporary asphalt plant, laydown yard, and backfilling of existing pond with construction debris.  (I-10 118 Frontage Road in Ward Eight, Police Jury District 10, Mr. Stelly) 

 

[The Planning and Zoning Board met on Tuesday, April 17, 2007, and voted 7 (for) to 2 (against) to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that the property will revert to A-1 (Agricultural) upon completion of State Project #450-03-0071; and 3) that the three construction trailers, asphalt plant, equipment, etc. must be removed from the premises within 60 days of completion of State Project #450-03-0071.]

 

16.   Consideration of rescinding Ordinance No. 4288, Zoning Case No. RZ03-024-01, which was a request by Jewery B. Webb to rezone the property from C-2 (General Commercial) to I-2 (Heavy Industrial), due to cease of business.  (101 Carpenter Lane in Ward 3, Police Jury District 2, Mr. Collins)

 

         AGENDA NOTE:  on July 19, 2001, the Police Jury approved a request from Jewery B. Webb to rezone from C-2 (General Commercial) to I-2 (Heavy Industrial) to allow a salvage yard, with the stipulation that should the business cease, the I-2 (Heavy Industrial) zoning classification was non-transferable and the property would automatically revert to R-2 (Mixed Residential).

 

17.   Consideration of adopting a resolution approving a Letter of Agreement between the Police Jury and Fernandez Plans, LLC, to assist in the formulation of a Request for Qualifications/Proposals and a Scope of Work for a Comprehensive Master Plan, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

18.   Consideration of adopting a resolution ordering and calling a special election to be held in Calcasieu Parish, Louisiana on July 21, 2007, to authorize the continuation, levy, and collection of a property tax in the amount of 3.46 mills, on each dollar of assessed valuation on all property subject to taxation in Calcasieu Parish, Louisiana, for three years, beginning with the year 2007, for the purpose of maintaining and operating the Calcasieu Parish Courthouse Complex and the Calcasieu Correctional Center.

 

19.   Consideration of adopting a resolution approving a buy/sell agreement between the Police Jury and JARONCO, L.L.C., owner of a tract of land on East Prien Lake Road adjacent to the Parish’s Office of Juvenile Justice Services, for purchase of said tract for an amount within the appraised value of the property, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

20.   Consideration of adopting a resolution approving a buy/sell agreement between the Police Jury and City of Faith Prison Ministries, Inc., owner of a tract of land on East Prien Lake Road adjacent to the Parish’s Office of Juvenile Justice Services, for purchase of said tract for an amount within the appraised value of the property, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

21.   Consideration of authorizing the disbursement in the amount of $3,000.00 for the first 2007 installment of Riverboat Recreation Endowment Funds to each of the following qualifying Community Center and Playground Districts and Recreation Districts in Calcasieu Parish: Recreation District No. One of Ward Three, Recreation District No. One of Ward Four, Community Center and Playground District No. One of Ward Six, Community Center and Playground District No. Two of Ward Four, Community Center and Playground District No. Three of Ward Seven, Community Center and Playground District No. Four of Ward One, Community Center and Playground District No. Five of Ward Five, and Community Center and Playground District No. Seven of Ward Two.

 

22.   Consideration of approving the Budget Committee Report dated April 19, 2007.

 

23.   Consideration of authorizing the President of the Police Jury to execute the necessary documents for donation of right of way from Harry L. Shaheen, Jr. and Caran Lee Dowers Shaheen on North Perkins Ferry Road in Ward One.  (Police Jury District 1, Mr. Manuel)

 

24.   Consideration of adopting a resolution accepting Barcelona Phase 2 Subdivision located on Isabella Road in Section 30, Township 9 South, Range 9 West, in Ward 4.  (Police Jury District 14, Mr. McMillin)

 

25.     Take appropriate action on bids received on March 29, 2007, by the Police Jury for Calcasieu Parish Project No. 2005-10 (New Construction of Red Davis Road, from Common Street to Louisiana Highway 14).

 

AGENDA NOTE:  on Thursday, April 5, 2007, the Police Jury deferred action on bids until April 19, 2007, at the request of the Parish Engineer.

 

26.     Take appropriate action on bids received by the Parish Purchasing Agent on April 12, 2007, for one 2007 one half ton extended cab quad door pickup truck, for use by the Division of Planning and Development. 

 

27.   Consideration of authorizing the Parish Purchasing Agent to advertise for bids for the painting of the Cessna AgWagon, Model A188B (Mosquito Control Airplane).

 

28.   Consideration of proclaiming the week of April 22-28, 2007, as “National County Government Week” in Calcasieu Parish.

 

29.  Consideration of proclaiming the week of May 12-20, 2007, as “National Tourism Week” in Calcasieu Parish.

 

30.     ADVISE that the Annual Rabies Clinic will be held on Saturday, April 21, 2007, from 1:00-4:00 p.m., and further, that Animal Services is issuing an invitation to all parish and city officials, as well as any administration employees, to join the volunteers at said parishwide clinics.
