11.      Take appropriate action on RZ02-011-06 which is a request by JNJ Ridge Estates to rezone from A-1 (Agricultural) to R-1 (Single Family Residential) to allow a single-family residential subdivision.  (Highway 14 and Highway 397 in Ward Two, Police Jury District 10, Mr. Stelly)

12.     Take appropriate action on a revision to RZ04-007-01 which is a request by Joy Abshire to amend Ordinance No. 4254 by temporarily suspending Stipulations 1 and 2 for a period not to exceed two years to facilitate a roofing business. (509 Chenault Street in Ward Four, Police Jury District 15, Mr. Danahay) 

 

AGENDA NOTE:  on March 22, 2001, the Police Jury granted the petitioner’s request to rezone from R-2 (Mixed Residential) to C-1 (Light Commercial) to allow operation of a garage door business.  Due to Hurricane Rita, the petitioner is requesting that Ordinance No. 4254 Stipulation 1) that the building only be used for a garage door business cease, and 2) should the business cease, the property will revert back to R-2 (Mixed Residential) be temporarily suspended in order to allow a roofing company contracted by the Federal Emergency Management Agency (FEMA) and several insurance companies to lease the property for two years.  The petitioner moved to a new location and planned to utilize the property for storage.

13.     Take appropriate action on RZ08-008-06 which is a request by Wendell White to rezone from C-1 (Light Commercial) to C-2 (General Commercial) to allow a retail establishment.  (Northeast Corner of Highway 3059 and Claude Hebert Road in Ward Eight, Police Jury District 10, Mr. Stelly) 

 

         [The Planning and Zoning Board met on Tuesday, March 21, 2006, and voted unanimously to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that all drives and parking must be hardsurfaced (concrete or asphalt); 3) that no alcoholic beverages be permitted; and 4) that in the event of a use change it would require Board approval.]

 

14.     Take appropriate action on RZ03-007-06 which is a request by Reemon Development, LLC, to rezone from A-1 (Agricultural) to C-2 (General Commercial) to allow mini warehouses (120 units) and general commercial development.  (Big Lake Road in Ward Three, Police Jury District 8, Mr. Brame) 

 

         [The Planning and Zoning Board met on Tuesday, March 21, 2006, and voted unanimously to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that all drives and parking must be hard surfaced (concrete or asphalt); 3) that a security fence must be installed upon completion of the building in phase one; 4) that the 60’ x 200’ general commercial building must have a brick or stucco façade; 5) that the 60’ x 200’ general commercial building use be limited to business and professional offices, retail establishments, animal hospital, daycare facility, nursery (horticultural), public uses, studios and farm equipment sales; 6) that all development must be landscaped and approved by the Division of Planning and Development; and 7) that all signs must be low profile monument signs.]

 

15.     Take appropriate action on RZ03-009-06 which is a request by John Shankle to rezone from R-2 (Mixed Residential) to R-MHP (Manufactured Home Park) to allow a manufactured home park (78 spaces).  (5404 Leger Road in Ward Three, Police Jury District 7, Mr. Landry)

16.     Take appropriate action on RZ03-010-06 which is a request by Jacob Landry to rezone from R-1 (Single Family Residential) to R-2 (Mixed Residential) to allow four duplexes (one per lot).  (LeBleu Road in Ward Three, Police Jury District 7, Mr. Landry)

17.     Take appropriate action on RZ03-012-06 which is a request by the Chennault International Airport Authority to rezone from A-1 (Agricultural) to I-1 (Light Industrial) to allow an electric motor manufacturing company.  (East Prien Lake Road in Ward Three, Police Jury District 9, Mr. Guidry)

18.     Take appropriate action on ST03-001-05 which is a request by the Police Jury to conduct a feasibility study for a zoning overlay and reclassification study of property located on Lake Street, from Country Club Road to Gauthier Road.  (Lake Street in Ward Three, Police Jury Districts 6 and 7, Mr. Moon and Mr. Landry)

19.     Take appropriate action to amend the Code of Ordinances of Calcasieu Parish, Louisiana, with reference to subdivision regulations and minimum lot development in the following two zoning classifications:

 

Zoning District: R-1 (Single Family Residential)

 

(5) Sixty feet wide and a total surface area of not less than 7,500 square feet (private community sewer system or public sewer system with public water, or community water, or private wells). and

 

Zoning District:  R-2 (Mixed Residential)

20.     Consideration of adopting a resolution indicating objection/no objection to the following proposed project in Calcasieu Parish, Louisiana, provided said work meets with the rules and regulations of the Corps of Engineers, Best Management Practices during the course of construction set forth by the Environmental Protection Agency guidelines, and approvals are received from all other appropriate state and federal agencies, and further, that any required permits are obtained from the Division of Planning and Development:

 

(20.1) Proposal of David Foreman to clear, grub, and grade a 10 acre tract, excavate two ponds, and place approximately 3,020 cubic yards of on-site excavated material as necessary to construct a single family residence, a workshop, and an access driveway.  Said project is located off of Sutherland Road approximately 100 yards north of Coffey Road in Moss Bluff.  The Planning Staff recommends that the Police Jury indicate no objection to this project application.

 

AGENDA NOTE:  any resolution of no objection to any project, if adopted, will stipulate that such “no objection” is based solely on evaluation by the Parish Planning and Development Staff relative to the project’s compliance with current parish ordinances and provisions, and that no environmental assessment was made, and further, requesting the agencies and/or individuals with environmental expertise to make an evaluation and forward their findings to the U. S. Corps of Engineers.

 

21.    Consideration of authorizing the Division of Planning and Development to perform a zoning reclassification study for property located on L. Ogea Road in Ward Three.  (Mr. Brame)

 

22.    Consideration of adopting a resolution approving the submittal of an application to the Hazard Mitigation Grant Program, Governor’s Office of Homeland Security and Emergency Preparedness, for elevation and acquisition of buildings that have been repetitively flooded or substantially damaged with the authority to limit the mitigation methods, excluding the elevation for slab on grade and second-story conversions, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

23.     Consideration of adopting a resolution to the Louisiana Housing Finance Agency designating approximately 20 acres of land as an economic development area to construct approximately 70 single family residential homes serving large families and handicapped households, as requested by Perry Property Enterprises located in Bastrop, Louisiana, said property located on the west side of South Park Drive in Ward Three of Calcasieu Parish.  (Police Jury District 7, Mr. Landry)

 

24.     Consideration of adopting a resolution to change the amount of time to close on the sale of adjudicated property from six months, as currently provided, to one year, as requested by the Division of Planning and Development.

 

         AGENDA NOTE:  on May 20, 2004, the Police Jury adopted a resolution authorizing the Director of the Division of Planning and Development to administratively grant an extension of time past the six-month period, with such extension not to exceed ninety days.

 

25.     Consideration of adopting a resolution authorizing the issuance, sale, and delivery of not exceeding $10,000,000 aggregate principal amount of Calcasieu Parish Public Trust Authority Single Family Mortgage Revenue Gulf Opportunity Zone Bonds, Series 2006A-1 and Calcasieu Parish Public Trust Authority Single Family Mortgage Revenue Bonds, Series 2006A-2, approving the form of the major financing documents with respect thereto, including, but not limited to, the trust indenture, the bond purchase agreement, and the sale, servicing, and administration agreement, subject to the approval of the bond counsel, counsel to the authority, and the State Bond Commission.

 

26.     Consideration of adopting a resolution approving and authorizing the Police Jury, Office of Juvenile Justice Services to renew a Joint Services Agreement with the Calcasieu Parish School Board with reference to the Truancy Assessment and Service Center that provides assessment and intervention services to children at-risk for becoming truant in Calcasieu Parish, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

27.     Consideration of adopting a resolution approving a Reimbursement Agreement between the Police Jury, Office of Community Services, and the Louisiana Department of Transportation and Development, for emergency public transportation for displaced persons under the authority of Robert T. Stafford Disaster and Emergency Assistance Act 42 U.S.C. 5186, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto. 

 

28.     Consideration of adopting a resolution approving a contract between the Police Jury and the Louisiana Department of Labor in the amount of $3,000,000 for the Workforce Investment Act (WIA) National Emergency Grant (NEG) from March 1, 2006, through December 31, 2006, to provide continued funding for Phase Two related to providing temporary jobs for individuals affected by Hurricanes Katrina and/or Rita, with the addition of activities including classroom training, On-the-Job Training (OJT), and supportive services, etc. to address the needs of individuals impacted by Hurricanes Katrina and Rita, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto. 

 

29.     Consideration of adopting a resolution supporting the proposal of the Louisiana Wildlife and Fisheries Commission that the creel limit for speckled trout be reduced from twenty-five (25) fish per angler to fifteen (15) fish per angler, and further, that copies of said resolution be forwarded to the Louisiana Wildlife and Fisheries Commission and members of the Calcasieu Legislative Delegation, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

30.     Take appropriate action on the expiration of the term of Mr. Gene Sonnier on the Board of Commissioners of the Vinton Harbor and Terminal District.  (Pursuant to LSA¾RS. 34:334.2, the Police Jury must submit the names of two nominees to the Board of Commissioners for this position, and the Board of Commissioners will make the appointment.  (Mr. Clement is the liaison.  Mr. Sonnier has indicated that he wishes to continue serving.)

 

31.     Consideration of approval of the Parishwide Drainage Liaison Committee Report dated March 23, 2006.

 

32.     Consideration of approval of the Wastewater Study Committee Report dated March 23, 2006.

34.     Take appropriate action on bids received on March 10, 2006, by the Parish Purchasing Agent for one 2006 one-half ton extended cab pickup truck, one 2006 hybrid sports utility vehicle, two one-ton twelve-passenger vans, two one-half ton regular cab pickup trucks, for use by the Division of Engineering and Public Works, one mid-size sedan, for use by Waterworks District No. Five of Wards Three and Eight, one three-quarter ton gasoline crew cab pickup truck, for use by the County Agent’s Office, and one new box van chassis, for use by the Calcasieu Parish Library System. 

 

35.     Take appropriate action on bids received on March 14, 2006, for two herbicide roadside spray trucks, for use by the Division of Engineering and Public Works, and two 2006 regular cab and chassis with mounted animal transport units, for use by the Department of Animal Services and Adoption Center. 

 

36.     Take appropriate action on bids received on March 16, 2006, for sewer pumps complete with fiberglass tanks, for use by Sewer District No. Eleven of Ward Three, with unit prices effective from March 24, 2006, until September 30, 2006. 

 

37.     Consideration of authorizing the Parish Purchasing Agent to advertise for bids for (1) repainting the water tower located on Grogan Street, for Waterworks District No. Five of Wards Three and Eight, (2) purchase and installation of two 25 hp floating aerators for oxidation pond with an added alternate bid for one additional 25 hp floating aerator for oxidation pond, for Sewer District No. Eleven of Ward Three, and (3) water meters, complete with automatic read metering (ARM), with unit prices effective from April 21, 2006, until September 30, 2006, for Waterworks District No. Five of Wards Three and Eight.

Consideration of adopting a proclamation proclaiming the third week in March, 2006, as “Buckle Up Week” in Calcasieu Parish in loving memory of Jamie Cooper.

 

Item No. Two:

 

Consideration of adopting a resolution authorizing approval of a loan from the Calcasieu Parish Public Trust Authority of an amount not to exceed $1,500,000 at an interest rate not to exceed 4.5% per annum for a term of one year to Waterworks District No. Eleven of the Parish of Cameron, Louisiana, to fund acquisition and installation of emergency additions to and improvements of the district’s waterworks system.

Consideration of adopting a resolution accepting Stephanie's Place Subdivision located off of Highway 108 and Earl Ellender Road in Section 32, Township 10 South, Range 10 West, in Ward Four of Calcasieu Parish.  (Police Jury District 12, Mr. Clement)
