14. Receive
report on ST03-002-06 which is a request by the Police Jury to conduct a
feasibility study for a zoning overlay and reclassification study of property
located on Lake Street, from Country Club Road to Gauthier Road. (Lake Street in Ward Three, Police Jury
District 7, Mr. Landry)
[The Planning and Zoning Board met on Tuesday, January
17, 2006, and received a report from the staff regarding the proposed Lake
Street Overlay District and Reclassification Plan. No action was taken by the Board.]
15. Consideration of adopting a resolution indicating objection/no
objection to the following proposed project in Calcasieu Parish, Louisiana,
provided said work meets with the rules and regulations of the Corps of
Engineers, Best Management Practices during the course of construction set
forth by the Environmental Protection Agency guidelines, and approvals are
received from all other appropriate state and federal agencies, and further,
that any required permits are obtained from the Division of Planning and Development:
(15.1) Proposal of Max
McFatter to construct an 80’ x 4’ walkway with terminal 44’ x 30’ deck on Lake
Charles. The proposed work is to occur
within an area 65 feet wide, perpendicular to the existing shoreline, the outer
limits extending 124 feet northwesterly towards the center of the lake. The fill operation will consist of placing
approximately 600 cubic yards of rip-rap and 300 cubic yards of hauled in
earthen fill to reclaim eroded shoreline.
Said project is located along the southern bank of Lake Charles, at the
junction of Lake Street and Shell Beach Drive in Lake Charles. The Planning Staff recommends that the
Police Jury indicate no objection to this project application.
AGENDA NOTE: any resolution of no objection to any
project, if adopted, will stipulate that such “no objection” is based solely on
evaluation by the Parish Planning and Development Staff relative to the
project’s compliance with current parish ordinances and provisions, and that no
environmental assessment was made, and further, requesting the agencies and/or
individuals with environmental expertise to make an

AGENDA NOTE: under this proposal,
Voting Precincts 367N and 368 would continue to vote at the former location of
St. John Elementary School. It has been
confirmed that the old school will continue to be used by the Calcasieu Parish
School Board in some capacity, well into the future. As a matter of information, Voting Precincts 366, 365, and 367N
are located in Police Jury District 8, Mr. Brame’s District, and Voting
Precincts 367S and 368 are located in Police Jury District 6, Mr. Moon’s
District. The restructuring of these
precincts will more equitably distribute the number of registered voters at
each of the polling places.
20. Take appropriate action to consolidate Voting Precincts
309E and 309W, in accordance with LSA¾R.S. 532.B(4) which
requires that a voting precinct have no less than 300 registered voters.
21. Consideration of adopting a resolution approving the renewal of
a Legislative Consulting Agreement between the Police Jury and McCleary and
Associates, Inc. for legislative monitoring services for the Year 2006, and
further, authorizing the President of the Police Jury, or his designee, when
appropriate, to execute all documents related thereto.
22. Consideration of authorizing the execution of an agreement by
the Parish Administrator for new leases with tenants and users of the Magnolia
Building, in accordance with parameters established by the Police Jury Liaison
Group for such purpose.
23. Consideration of the following requests
from the Office of Juvenile Justice Services:
(23.1) adopt a
resolution authorizing the Office of Juvenile Justice Services to submit a new
grant application to the Children’s Trust Fund in an amount up to $15,000 for
programs that assist with child abuse prevention initiatives, and should
residual funds become available, a grant adjustment can be filed to increase
the amount of the award, and further, authorizing the President of the Police
Jury, or his/her designee, when appropriate, to execute all documents related
thereto;
(23.2) adopt a
resolution authorizing the Office of Juvenile Justice Services to submit a
concept paper to the Department of Justice, Office of Justice Programs, for an
amount up to $150,000 to enhance mental health intervention services for
at-risk youth and families, and should residual funds become available, an
adjustment can be filed to increase the amount of the award, and further,
authorizing the President of the Police Jury, or his/her designee, when
appropriate, to execute all documents related thereto;
(23.3) adopt a
resolution authorizing the Office of Juvenile Justice Services to submit an
application to the Office of Youth Development, Court Empowerment Program, for
an amount up to $100,000 to provide prevention and diversion services to
at-risk youth and families, and should additional funds become available, a
grant adjustment can be filed to increase the amount of the award, and further,
authorizing the President of the Police Jury, or his/her designee, when
appropriate, to execute all documents related thereto; and
(23.4)
adopt a resolution authorizing the Office of Juvenile Justice Services to
submit a continuation grant application to the Office of Juvenile Justice and
Delinquency Prevention, Juvenile Accountability Block Grant, for an amount up
to $15,000, with a 10% match from local funds, to continue improvements to the
Calcasieu Parish Juvenile Detention Center and enhance programming for at-risk
youth, and should residual funds become available, a grant adjustment can be
filed to increase the amount of the award, and
further, authorizing the President of the Police Jury, or his/her designee,
when appropriate, to execute all documents related thereto.
24. Consideration of adopting a resolution authorizing the
Office of Community Services to file an application with the Louisiana
Department of Transportation and Development for a grant under 49 CFR 5311,
Non-Urbanized Area Formula Program and/or 49 CFR 5309, Discretionary Capital
Program, and further, authorizing the
President of the Police Jury, or his/her designee, when appropriate, to execute
all documents related thereto.
25. Consideration of adopting 1) a resolution
accepting a unnamed road off of Old River Road, a non-parish maintained road,
located in Ward Five for future parish maintenance, as recommended by the Division
of Engineering and Public Works, and 2) an ordinance amending the Code of
Ordinances of Calcasieu Parish, Louisiana, to remove said road from the
Master Private Road List. (Police Jury

26. Consideration of authorizing the President of the Police Jury to
execute the necessary documents for donation of rights-of-way from Gregory Paul
Gillis, David Glenn Gillis, Ronald O. Gillis, Bessie Ann Ashworth, Dexter

be deferred until approvals are received from State Facility Planning and
Control.

Purchasing Agent on January 11, 2006, for one new 2006 eight-passenger van and
one new 2006 mid-size sedan, for use by the Office of Juvenile Justice
Services.
31. Consideration
of authorizing the Parish Purchasing Agent to advertise for bids for one new
box van chassis for use by the Calcasieu Parish Library System, as per the
request of the Calcasieu Parish Library Board of Control.
