NOTICE OF PUBLIC MEETING

 

A public hearing relative to the levy of ad valorem tax millages within Calcasieu Parish will be held on Thursday, July 21, 2005, at 5:30 p.m., in the Parish Government Building, 1015 Pithon Street, Lake Charles, Louisiana, as provided for by the agenda as follows:

1.        Call to order by President McMillin.

 

2.   Invocation.  (Mr. Clement)

 

3.   Pledge of Allegiance.

 

4.   Roll Call.

5.   In accordance with the election procedures, the following action must be taken at 5:30 p.m.:

 

Adopt a proces verbal and resolution promulgating the results of the election held on July 16, 2005, for the levy and collection of 11.54 mills on all property subject to taxation in the Ward Three Fire Protection District No. Two for a period of ten (10) years, beginning with the year 2006 and ending with the year 2015, for the purpose of acquiring, constructing, improving, maintaining, and operating the District’s fire protection facilities, including paying the cost of obtaining water for fire protection purposes.

 

6.   Appearance of Mr. Steven Broussard, Southwest Regional Director for Economic Development.

 

7.   Take appropriate action on applications for liquor and beer permits. (Mr. Vickers) 

 

8.   Consideration of approval of the minutes of the Regular Meeting of the Police Jury dated June 23, 2005.

 

9.    Take appropriate action on RA03-002-05 which is a request by Shop Rite, Inc. to abandon the north 100 feet of Bertha Street.  (North 100 feet of Bertha Street in Ward Three, Police Jury District 8, Mrs. Eason)

 

10.     Take appropriate action on RZ03-022-05 which is a request by Stanley G. Trahan, Jr. to rezone from I-1 (Light Industrial) to R-M (Multi-Family Residential) to allow multi-family residential development (22 duplexes).  (E. Gauther Road in Ward Three, Police Jury District 7, Mr. Landry)

 

11.      Take appropriate action on RZ07-021-05 which is a request by Brenda Croker to rezone from I-1 (Light Industrial) to A-1 (Agricultural) to allow residential development (manufactured home).  (5570 Mott Road in Ward Seven, Police Jury District 12, Mr. Clement)

 

12.     Take appropriate action on amending the Code of Ordinances of Calcasieu Parish, Louisiana, with reference to off-premises outdoor advertising signs as follows:  (underlined portion has been added)

 

(c) no off-premises signs shall be located parallel to Interstate 10 in Sections 3 and 4, Township 11 South, Range 13 West, and Sections 34, 35,and 36, Township 10 South, Range 13 West, and parallel to Interstate 210 in Sections 9, 10, 15, and 16, Township 10 South, Range 9 West, Calcasieu Parish, Louisiana, other than those currently permitted by the state and parish, which may not be replaced.

 

13.   Consideration of adopting a resolution indicating objection/no objection to the following proposed project in Calcasieu Parish, Louisiana, provided said work meets with the rules and regulations of the Corps of Engineers, Best Management Practices during the course of construction set forth by the Environmental Protection Agency guidelines, and approvals are received from all other appropriate state and federal agencies, and further, that any required permits are obtained from the Division of Planning and Development:

 

(13.1) Proposal of Goldsmith Farms to clear a 7.68 acre area, deposit, and grade approximately 6,200 cubic yards of native earthern material and 930 cubic yards of limestone aggregate as necessary to construct a 20-lot residential subdivision and access roads.  Said project is located along Camp Fire Road, approximately four miles northeasterly of Lake Charles. 

 

AGENDA NOTE:  any resolution of no objection to any project, if adopted, will stipulate that such “no objection” is based solely on evaluation by the Parish Planning and Development Staff relative to the project’s compliance with current parish ordinances and provisions, and that no environmental assessment was made, and further, requesting the agencies and/or individuals with environmental expertise to make an evaluation and forward their findings to the U. S. Corps of Engineers.

 

14.   Consideration of adopting a resolution authorizing the Director of Planning and Development to negotiate a fee for a Brokers Opinion on adjudicated property wherein multiple tracts of property are included under one assessment number.

 

15.               Consideration of repealing Parish Ordinance No. 4938 which was adopted by the Police Jury on July 7, 2005, levying the maintenance tax millages for 2005, as submitted by the Parish Tax Assessor, due to an error in one of the millages.

 

16.     Adoption of an ordinance levying the following maintenance tax millages for 2005, as submitted by the Parish Tax Assessor:

 

Courthouse & Jail Maintenance   3.46 mills

Criminal Justice System Maintenance   3.16 mills

Mosquito Control Maintenance   2.41 mills

Airport District No. 1 Maintenance     .61 mill

Burton Coliseum & Agricultural Services Maintenance   1.44 mills

Health Unit Maintenance   2.37 mills

Juvenile Detention Maintenance   3.34 mills

Road and Drainage Maintenance   3.88 mills

Ward 3 Fire Protection District No. 2 Maintenance 12.60 mills

Waterworks District No. 5 of Wards 3 & 8 Maintenance   6.38 mills

Library Maintenance     5.73 mills

 

17.   Consideration of adopting a resolution approving an agreement between the Police Jury, Office of Juvenile Justice Services, and the Calcasieu Parish School Board to provide a clerk for the Truancy Assessment and Service Center, with associated costs to be paid through funding from Louisiana State University, Office of Social Service Research and Development, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

18.    Consideration of adopting a Resolution authorizing the Division of Engineering and Public Works to send a letter to the Louisiana Department of Transportation and Development requesting that consideration be given in order of the priority shown to various railroad crossings within Calcasieu Parish for the installation of signal devices under the Highway Safety Funding Program 203.

 

19.    Consideration of adopting a resolution approving an Amendment to the Joint Services Agreement between the Police Jury, acting on behalf of Waterworks District No. Five of Wards Three and Eight, and Waterworks District No. One of Ward One to provide for the use of Waterworks District No. One of Ward One personnel and equipment on an as-needed basis at the current rate established by Water District No. One of Ward One, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

20.    Consideration of adopting a resolution approving an Agreement between Police Jury, acting on behalf of Waterworks District No. Five of Wards Three and Eight, and Lancon Engineers, Inc. for the development of plans and specifications for a new water filter system to be used at the Waterworks District No. Five of Wards Three and Eight at an estimated cost of $40,000, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

21.    Consideration of authorizing the Parish Purchasing Agent to advertise for bids for a new water filter to be purchased and installed at the Waterworks District No. Five of Wards Three and Eight.

 

22.    Take appropriate action on bids received by the Parish Purchasing Agent on July 18, 2005, for audio and video equipment for use by the County Agent’s Office.

 

23.    Consideration of authorizing the Parish Purchasing Agent to advertise for bids for the purchase of two pre-fabricated houses to be located at Lorrain Park and Alligator Park for use by the parkkeepers.

 

24.    Consideration of authorizing the Parish Administrator to advertise for bids for the installation of sewer lines in Mossville community.

 

25.    Consideration of adopting a resolution of condolences to the family of Mr. Jeff Allen, a member of the Board of Commissioners of Gravity Drainage District No. Two in Ward Seven.  (Mr. Clement)
