the Regular Meeting of the Police Jury dated September 23, 2004.
12. Take appropriate action on RA01-007-04 which is a request by
residents of Green Leaf Subdivision for road abandonment of a portion of Verna
Lane (approximately 70 feet in length).

19. Consideration of adopting a resolution indicating objection/no
objection to the following proposed projects in Calcasieu Parish, Louisiana,
provided said work meets with the rules and regulations of the Corps of
Engineers, Best Management Practices during the course of construction set
forth by the Environmental Protection Agency guidelines, and approvals are
received from all other appropriate state and federal agencies, and further,
that any required permits are obtained from the Division of Planning and
Development:
(19.1) Proposal of
Westport Oil and Gas Company, L.P. to modify Department of the Army Permit
23437 by adding additional fill and structures to the original authorization in
order to drill two additional wells from the previously authorized slip
location. The original permit
authorized one 10-foot by 20-foot wellhead protector for the E. W. Brown, Jr.
No. 1 Well and 1,011 cubic yards of shell material to construct a 200-foot by
60-foot shell pad for the marine drilling barge. The applicant proposes an additional two 10-foot by 20-foot
wellhead protectors for the E. W. Brown Jr. Nos. 2 and 3 wells. There will also be an additional 250 cubic
yards of shell material to widen the shell pad in order to drill the third
well. There are no additional impacts
due to the excavation of the slip and no additional impacts to the adjacent
wetland areas. Said project is located
in a borrow ditch off of the Sabine River.
AGENDA NOTE: on August 5, 2004, the Police Jury adopted a
resolution of no objection on the initial application.
(19.2) Proposal of Conoco
Phillips to dredge and place approximately 85,005 cubic yards of material to
construct 5,280 linear feet of perimeter levee, construct 565 feet of 30 feet
wide limestone access road, and trench and backfill to install two 16-inch
diameter effluent pipes 1,250 feet in length, all to implement a 40-acre dredge
material disposal site to accommodate maintenance dredging activities on the
Calcasieu River. Said project is
located approximately five miles southeasterly from Sulphur near Vincent
Landing.
AGENDA NOTE:
any resolution of no objection to any project, if adopted, will
stipulate that such “no objection” is based solely on evaluation by the Parish
Planning and Development Staff relative to the project’s compliance with
current parish ordinances and provisions, and that no environmental assessment
was made, and further, requesting the agencies and/or individuals with
environmental expertise to make an evaluation and forward their findings to the
U. S. Corps of Engineers.
20. Consideration of adopting a resolution formally accepting
the Calcasieu Parish Housing Department's Five-Year Plan for Fiscal Years
2005-2009, and further, to authorize the Police Jury President, or his
designee, when appropriate, to execute all documents related thereto.
21. Consideration of
adopting a resolution authorizing issuance, sale, and delivery of $1,239,246 of
Calcasieu Parish Public Trust Authority Industrial Revenue Bonds (Racca’s
Processing and Specialty Meats, L.L.C. Project) Series 2004, approving the form
of the major financing documents with respect thereto, including but not
limited to the bond trust indenture and the bond purchase agreement, subject to
the approval of bond counsel, counsel to the authority and the State Bond Commission.
22. Consideration of adopting a
resolution approving the re-submittal of Capital Outlay Requests for Fiscal
Year 2005-2006 for the following three projects:
(22.1) $750,000
for the expansion, acquisition, planning, and construction related to the Allen
P. August Multi-Purpose Center located at 2001 Moeling Street;
(22.2) $2,975,000 for the Burton Memorial
Coliseum Complex Renovation; and
(22.3) $650,000
for the Mossville Sewer Collection System.
23. Consideration
of adopting a resolution authorizing advertising of an oil, gas, and mineral
lease on certain tracts, parcels, or strips of land in Sections 30 and 31,
Township 9 South, Range 6 West, and Section 25, Township 9 South, Range 7 West
in Wards Two and Eight. (Police Jury
District 10)
24. Consideration
of adopting resolution approving a Service Agreement between the Police Jury,
Waterworks District No. Nine of Ward Four (Carlyss), and Citgo Petroleum
Corporation authorizing the Waterworks District to provide potable water
services to Citgo Petroleum Corporation located in the Rose Bluff industrial
area, and further, authorizing the President of the Police Jury, or his
designee, when appropriate, to execute all documents related thereto.
25. Consideration
of adopting a resolution approving a Joint Services Agreement between the
Police Jury and West Calcasieu Cameron Hospital providing for the Parish’s
Division of Finance assistance in the investment of hospital district funds,
and further, authorizing the President of the Police Jury, or his designee,
when appropriate, to execute all documents related thereto.
26. Consideration
of adopting a resolution approving a Proposal for Engineering Services between
the Police Jury and Lancon Engineers, Inc. for the performance of a feasibility
study to determine area of water service in Ward Seven, and further,
authorizing the President of the Police Jury, or his designee, when
appropriate, to execute all documents related thereto.
AGENDA
NOTE: on October 7, 2004, the
Police Jury approved a grant in the amount of $26,000 for this study, with said
funding being allocated from Delta Downs Slots Revenue, Ward Seven
Infrastructure.
27. Consideration
of adopting a resolution approving a Joint Services Agreement between the
Police Jury, on behalf of Waterworks District No. Five of Wards Three and Eight
(Mallard Junction) and Sewer District No. Eleven of Ward Three (Mallard
Junction), and Waterworks District No. One of Ward One (Moss Bluff) wherein
Waterworks District No. One of Ward One (Moss Bluff) will provide managerial
services to the waterworks district and sewer district in Mallard Junction, and
further, authorizing the President of the Police Jury, or his designee, when
appropriate, to execute all documents related thereto.
28. Take appropriate
action on bids received by the Parish Purchasing Agent on October 18, 2004, for
the purchase and installation of one sewer discharge treatment system for use
by the Division of Engineering and Public Works (East Maintenance Facility).
29. Consideration of
authorizing the Parish Purchasing Agent to advertise for bids for audio and
video equipment for the Calcasieu Parish Health Unit.
30. Consideration of
authorizing the Parish Purchasing Agent to purchase two tractors and two
batwing mowers, utilizing State Contract Purchasing Procedures, for use by the
Division of Engineering and Public Works.
31. Consideration of
adopting a resolution of condolences to be forwarded to the family of the late
Mayor Fred Ashy who served as Mayor of Kinder for 23 years.
32. Consideration of
going into executive session on Lawsuit No. 2003-4334 (Devoltz et al vs. Police
Jury).
