5.    The following has been advertised in accordance with the law for action to be taken at 5:30 p.m.:

 

      Receive and open bids for Calcasieu Parish Project No. 2004-03 (Hardsurfacing of Paul Bellon Road and Clyde Dulaney Road), and take appropriate action thereon.

 

6.   Take appropriate action on applications for liquor and beer permits. (Mr. Vickers)  (see attached)

 

7.   Consideration of approval of the minutes of the Regular Meeting of the Police Jury dated January 22, 2004.

 

8.    Take appropriate action on RZ02-004-04 which is a request by Arnold Natali to rezone from A-1 (Agricultural) to R-1 (Single Family Residential) to allow residential development (Clearfield Ranch).  (Highway 14 East in Ward Two, Police Jury District 10)  (see attached)

 

       [The Planning and Zoning Board met on Tuesday, February 17, 2004, and voted unanimously to recommend that the request be granted.]

 

9.    Take appropriate action on RZ03-003-04 which is a request by Primeaux Landz, L.L.C. to rezone from R-2 (Mixed Residential) to C-2 (General Commercial) and R-1 (Single Family Residential) to allow residential and commercial development.  (Carlo Henry Road in Ward Three, Police Jury District 10)  (see attached)

 

         [The Planning and Zoning Board met on Tuesday, February 17, 2004, and voted unanimously to recommend that the request be granted with


the following stipulations: 1) that the development adhere to the site plan on file with the Division of Planning and Development; and 2) that all drives and parking must be hardsurfaced (concrete or asphalt) for the commercial development.]

 

10.     Consideration of amending the Code of Ordinances of Calcasieu Parish, Louisiana as it relates to Off-Premise Outdoor Advertising Signs.  (see attached)

 

         [The Planning and Zoning Board met on Tuesday, February 17, 2004, and voted unanimously to recommend that Code of Ordinances of Calcasieu Parish, Louisiana be amended as per the attachment.]

 

11.      Consideration of adopting a resolution indicating objection/no objection to the following proposed projects in Calcasieu Parish, Louisiana, provided said work meets with the rules and regulations of the Corps of Engineers, Best Management Practices during the course of construction set forth by the Environmental Protection Agency guidelines, and approvals are received from all other appropriate state and federal agencies, and further, that any required permits are obtained from the Division of Planning and Development:

 

(11.1) Proposal of Cyril Leonard to clear, excavate, grade, and redistribute approximately 52,000 cubic yards of native earthen material and place an additional 13,000 cubic yards of hauled-in clay and aggregate fill, all to construct house pads, driveways, streets, and relocate and backfill an existing ditch, all to construct a residential subdivision.  Said project is located off of Prater Road in Maplewood.  The Planning Staff recommends that the Police Jury indicate no objection to this project application.

 

(11.2) Proposal of Starks Gas Storage to clear, grade, excavate, and deposit 22,000 cubic yards of native fill to install 1.70 miles of 20-inch and 0.80 miles of 16-inch natural gas pipelines and 2.1 miles of 8-inch brine disposal pipeline.  Approximately 3,961 cubic yards of hauled-in fill material would be deposited for construction of a new compressor station, road improvements, and ring levee needed to drill a 300’ x 300’ brine disposal well.  Also, an area approximately 100’ x 100’ would be cleared to assist a horizontal directional drill exit under the Sabine River Diversion Canal to facilitate pipeline tie-in.  Said project is located east of Louisiana Highway 109 near Starks.  The Planning Staff recommends that the Police Jury indicate no objection to this project application.

 

AGENDA NOTE:  any resolution of no objection to any project, if adopted, will stipulate that such “no objection” is based solely on evaluation by the Parish Planning and Development Staff relative to the project’s compliance with current parish ordinances and provisions, and that no environmental assessment was made, and further, requesting the agencies and/or individuals with environmental expertise to make an evaluation and forward their findings to the U. S. Corps of Engineers.

 

12.     Consideration of authorizing the Director of Planning and Development to notify the following property owners in accordance with Article II of Chapter Six of the Code of Ordinances of the Parish of Calcasieu, Louisiana, to show cause at a public hearing on April 22, 2004, or the first regular Police Jury meeting thereafter, as to why the structures on the properties as stipulated should not be condemned:

13.     Consideration of adopting a resolution approving an agreement between the Police Jury and Associated Design Group, Inc. for the HVAC and electrical upgrade of the Magnolia Building, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all the documents related thereto.

 

14.     Consideration of approving a Joint Services Agreement between the Police Jury and the City of Lake Charles for the installation of a traffic signal and turn lane at the intersection of Broad Street, Main Street, and Bunker Road wherein the Police Jury will share (1/4) in the cost estimated at $30,000 (total project cost-$120,000), and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all the documents related thereto.  (Police Jury District 4)

 

15.     Consideration of adopting an ordinance amending Article V, Littering, of Chapter 11, Garbage, Trash and Weeds, of the Code of Ordinances of Calcasieu Parish, Louisiana, to provide Parish Code Enforcement Officers the authority to conduct litter inspections and issue litter citations in accordance with state statutes.

 

16.     Consideration of adopting a new policy that calls for an annual financial review by the Parish Division of Finance of each of the districts and units that are part of the Police Jury’s Comprehensive Financial Report which will be designed to examine internal controls and safeguards, and implement upgrades and changes where necessary to insure the highest level of financial reporting and security.

 

17.     Consideration of adopting a Resolution of Condolences to the family of Mr. Billy Moses.  (Mr. Andrepont)

 

18.     Take appropriate action on bids received by the Parish Purchasing Agent on February 11, 2004, for one 2004 crew cab and chassis (4x2) and mounted service body for use by the Division of Engineering and Public Works (Special Drainage).  (see attached)

 

19.     Take appropriate action on bids received by the Parish Purchasing Agent on February 11, 2004, for four spray trucks for use by the Division of Engineering and Public Works (Mosquito Control Department).  (see attached)

 

20.    Take appropriate action on bids received by the Parish Purchasing Agent on February 19, 2004, for sound equipment for use at the Burton Memorial Coliseum.  (see attached)

 

21.     Consideration of authorizing the Parish Purchasing Agent to advertise for bids for one 2004 one and one-half ton crew cab (four doors) flat dump bed truck, for use by the Facility Management Department.

 

22.     Consideration of authorizing the Parish Purchasing Agent to advertise for bids for one 2004 regular cab and chassis with Animal Control Transport Unit for use by the Division of Engineering and Public Works (Animal Control Department).

 

23.     Consideration of authorizing the Parish Administrator to advertise for bids for the Calcasieu Parish District Attorney’s Office first floor renovations at 1032 Ryan Street (Wasey Building).

 

24.     Consideration of authorizing the Parish Administrator to advertise for bids for Calcasieu Parish Project No. 2004-04 (Hardsurfacing of Various Roads in Wards 4, 5, and 6), Calcasieu Parish Project No. 2004-05 (Hardsurfacing of Various Roads in Wards 5, 6, and 7), and Calcasieu Parish Project No. 2004-06 (Hardsurfacing of Various Roads in Wards 1 and 8).
