5.  Take appropriate action on applications for liquor and beer permits. (Mr. Vickers)  (see attached)

 

6.  Consideration of approval of the minutes of the Regular Meeting of the Police Jury dated March 20, 2003.

 

7.  Appearance of Dr. Bertrand J. Foch, Regional Administrator and Medical Director for the Region Five Office of Public Health, to make a special presentation of the Louisiana Public Health Association Public Service Award, which is given annually by this association to an elected or appointed public official at the local, state, or national level in recognition of extraordinary contributions to, and support of, health programs in Louisiana.  This year’s recipient, as announced at the association’s Annual Meeting in New Orleans on April 10th, is Calcasieu Parish Administrator Mark McMurry. 

 

AGENDA NOTE:  Mr. McMurry was unable to attend the award ceremony in New Orleans due to schedule conflicts, and Dr. Foch was asked by the Association to make the presentation on its behalf at a meeting of the Police Jury in Calcasieu Parish.

 

8.  Take appropriate action on RZ03-013-03 which is a request by Five T’s Corporation to rezone from R-1 (Single Family Residential) to PUD (Planned Unit Development) to allow multi-family development with recreational facilities, commercial development, and industrial expansion.  (Highway 14 and Corbina Road in Ward Three, Police Jury District 9)  (see attached)

 

     [The Planning and Zoning Board met on Tuesday, March 18, 2003, and voted (10) for and 1 (against) to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that all drives and parking must be hard surfaced (concrete); and 3) that all


commercial development must comply with C-1 (Light Commercial) uses.  On March 20, 2003, the Police Jury deferred action until Thursday, April 17, 2003, to allow time for the residents of the area to meet with the developer and the Division of Planning and Development staff in order to answer questions with reference to the proposed development.  A meeting was held on April 2, 2003, at 5:30 p.m. with residents of the Corbina Road area.  The Division of Planning & Development staff recommends the following stipulations be added to our original recommendation:

 

1.     That drainage plans shall be submitted and approved by the Gravity Drainage District No. Four of Ward Three and the Parish Division of Engineering prior to Development Permit being issued by the Division of Planning and Development;

2.     That sewage plans shall be submitted to the Department of Health and Hospitals prior to Development Permit being issued by the Division of Planning and Development; and

3.     That a U.S. postal approved centralized mailbox must be provided and the location approved by the Division of Planning and Development.

 

In accordance with the Parish Ordinance, the Division of Planning and Development recommends the following reasons for recommending a Planned Unit Development (PUD):

 

1.     That the proposed development is compatible with the surrounding land use in the area;

2.     That this proposed development will serve future housing needs; and

3.      That the density of the proposed development is not excessive.]

 

9.  Take appropriate action on RA04-002-03 which is a request for road abandonment.  (Pearson Loop in Ward Four, Police Jury District 12)  (see attached)

 

       [The Planning and Development Board met on Tuesday, April 15, 2003, and voted unanimously to recommend that the request be granted.]

 

10.   Take appropriate action on RZ01-016-03 which is a request by YT, Ltd. to rezone from R-MHP (Manufactured Home Park) to C-3 (Central Business Commercial) to allow mini-storage and climate control storage buildings.  (Sam Houston Jones Parkway in Ward One, Police Jury District 1)  (see attached)

 

       [The Planning and Development Board met on Tuesday, April 15, 2003, and voted unanimously to recommend that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that all drives and parking must be hard surfaced (concrete or asphalt); 3) that a 6’ wooden fence be installed on North and West property lines upon completion of buildings; and 4) drainage plans must be approved by Ward One Drainage District.]


11.   Take appropriate action on RZ08-017-03 which is a request by Danis Begnaud to rezone from R-1 (Single Family Residential) to R-M (Multi-Family Residential) to allow multi-family residential development (8 duplexes).  (Ira Breaux Road in Ward Eight, Police Jury District 1)  (see attached)

 

       [The Planning and Development Board met on Tuesday, April 15, 2003, and voted 9 (for) and 1 (against) to recommend that the request be granted with the following stipulations: 1) that development adhere to the site plan on file with the Division of Planning and Development; 2) that all drives and parking areas must be hard surfaced (concrete or asphalt); 3) that a centralized postal approved mailbox must be provided; and 4) that the development must be approved by Calcasieu Parish Health Unit, Ward Eight Water District, Ward Eight Gravity Drainage and the Calcasieu Parish Engineering Department.  The staff recommended that the request be denied.]

 

12.   Take appropriate action on RZ03-018-03 which is a request by B. H. Timber, Inc. to rezone from A-1 (Agricultural) and C-2 (General Commercial) to R-1 (Single Family Residential) to allow a residential subdivision.  (Gulf Highway in Ward Three, Police Jury District 9)  (see attached)

 

       [The Planning and Development Board met on Tuesday, April 15, 2003, and voted unanimously to recommend that the request be granted subject to avigation easement provided to the Lake Charles Regional Airport.]

 

13.   Take appropriate action on RZ08-015-03 which is a request by Raymond and Barbara Brown to rezone from I-1 (Light Industrial) to A-1 (Agricultural) to allow residential development (two manufactured homes).  (Highway 397 in Ward Eight, Police Jury District 10)  (see attached)

 

       [The Planning and Development Board met on Tuesday, April 15, 2003, and voted unanimously to recommend that the request be granted with the following stipulations:  1) that development adhere to the site plan on file with the Division of Planning and Development; and 2) that the manufactured home must be skirted prior to utilities being connected.]

 

14.   Take appropriate action on RZ03-014-03 which is a request by Jeanis Air Conditioning to rezone from C-2 (General Commercial) to R-2 (Mixed Residential) and R-M (Multi-Family Residential) to allow residential development (6 duplexes and one manufactured home).  (Manuel Road in Ward Three, Police Jury District 9)  (see attached)

 

       [The Planning and Zoning Board met on Tuesday, April 15, 2003, and voted 6 (against) and 4 (for) to recommend that the request be denied.  The staff recommended that the request be granted with the following stipulations:  1) that the development adhere to the site plan on file with the Division of Planning and Development; 2) that all drives and parking for the duplexes be hard surfaced (concrete or asphalt); 3) that a centralized postal approved mailbox must be provided; and 4) all buildings and vehicles must be removed from the premises within one year of zoning approval.]

 

15.   Consideration of adopting a resolution approving a New Public Highway Crossing Agreement between the Police Jury and Union Pacific Railroad Company with reference to the reconstruction, widening, and grant of servitude for the existing Louisiana 108 at-grade public road crossing, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.  (see attached)

 

16.   Consideration of adopting a resolution supporting SB 770 filed by Senator Fields in the 2003 Regular Session prohibiting the operation of a locomotive by remote control.  (Mrs. Treme)

 

17.   Consideration of authorizing the President of the Police Jury to execute the necessary documents for donation of right of way from Arrozal, L.L.C. for the proposed extension of McNeese Street in Ward Three.

 

18.   Consideration of authorizing the President of the Police Jury to execute the necessary documents for donation of right of way from Arrozal, L.L.C. for the proposed extension of Corbina Road in Ward Three.

 

19.   Consideration of authorizing the President of the Police Jury to execute the necessary documents for acquisition of right of way from Carol Ann Gibson and Eugenia Gibson Dougerty on Carl Lyons Road in Ward Four (Calcasieu Parish Project No. 2003-02).

 

20.   Consideration of authorizing the President of the Police Jury to execute the necessary documents for acquisition of right of way from Judy Lynn Dugas, Sherry Gwen Dugas Sharp, and Kathy Winona Dugas Melancon on Carl Lyons Road in Ward Four (Calcasieu Parish Project No. 2003-02).

 

21.   Consideration of authorizing the President of the Police Jury to execute the necessary documents for donation of an additional twenty (20) feet of right-of-way (approximately 0.40 acres) fronting proposed development in the Hunters Cove Subdivision located on Currie Drive, and in exchange, the Parish will install two culvert crossings at the Parish’s expense. (Mr. Andrepont and Mr. Clement)

 

22.   Consideration of adopting a resolution approving a Joint Services Agreement between the Police Jury and Louisiana State University Fire and Emergency Training Institute to conduct ongoing emergency response training at the Calcasieu Emergency Response Training Center, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto. 

 

23.   Consideration adopting a resolution approving a Cooperative Endeavor Agreement between the Police Jury and the State of Louisiana, Office of Facility Planning and Control of the Division of Administration, with reference to the state funding for the OCS Senior Center and Administrative Services Facility Planning and Construction Project, and further, designating S. Mark McMurry, Parish Administrator, to act on behalf of Calcasieu Parish in all matters pertaining to this project, including certifying requests for state disbursements, and authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.

 

24.   Consideration of authorizing the disbursement in the amount of $2,000 for the first 2003 installment of Riverboat Recreation Endowment Funds to each of the following qualifying Community Center and Playground Districts and Recreation Districts in Calcasieu Parish: Recreation District No. One of Ward Four, Community Center and Playground District No. One of Ward Six, Community Center and Playground District No. Two of Ward Four, Community Center and Playground District No. Three of Ward Seven, Community Center and Playground District No. Four of Ward One, and Community Center and Playground District No. Seven of Ward Two.

 

25.   Take appropriate action on bids received on April 8, 2003, by the Parish Purchasing Agent for furniture for the Parish Government Building.  (see attached)

 

26.   Consideration of authorizing the Parish Purchasing Agent to advertise for bids for garbage collection at parish facilities.

 

27.   Consideration of authorizing the Parish Administrator to advertise for bids for Calcasieu Parish Project No. 2003-04 and Calcasieu Parish Project No. 2003-05.

 

28.   Consideration going into executive session to discuss Lawsuit No. 6359-01 (Winfree et al vs. Police Jury).
