Laboratory with reference to approval of an amendment to their Fiscal Year
2000-2001 Budget and the approval of the proposed budget for Fiscal Year
2001-2002.
7. Take
appropriate action on applications for liquor and beer permits. (Mr.
Vickers) (see attached)
8. Consideration
of approval of the minutes of the Regular Meeting of the Police Jury dated
April 19, 2001.
9. Take
appropriate action on RZ08-015-01 which is a request by Southernwoods
Estates, L.L.C. to rezone from I-1 (Light Industrial) to A-1 (Agricultural) to
allow a residential subdivision (Southernwoods Estates). (Highway 397 and McCown Road in Ward Eight,
Police Jury District 10) (see attached)
[The
Planning and Zoning Board met on Tuesday, May 15, 2001, and voted unanimously
to recommend that the request be granted.]
AGENDA
NOTE: the staff recommendations were to deny the
request due to residential encroachment in an industrial area.

Take
appropriate action on RZ03-017-01 which is a request by Michael Thibodeaux to
rezone from R-2 (Mixed Residential) to C-2 (General Commercial) to allow a
trenching business. (Arabie Road in
Ward Three, Police Jury District 9) (see
attached)
[The
Planning and Zoning Board met on Tuesday, May 15, 2001, and voted 6 (against)
and 5 (for) to recommend that the request be denied.]
AGENDA
NOTE: the staff recommendations were to grant the
request with the following stipulations:
1) that the development adhere to the site plan on file with the
Division of Planning and Development; 2) that a six-foot (6’) wooden fence be
installed along the west property line after thirty days of completion of the
building; 3) that all drives and parking areas be hardsurfaced (concrete or
asphalt) within six months; and 4) that the use be limited to a trenching
service only.
11. Take
appropriate action on RZ03-016-01 which is a request by Curray Corporation to
rezone from R-2 (Mixed Residential) to C-2 (General Commercial) to allow
commercial development. (4124 Thornton
Street in Ward Three, Police Jury District 2) (see attached)
[The
Planning and Zoning Board met on Tuesday, May 15, 2001, and voted unanimously
to recommend that the request be granted with the following staff
recommendations: 1) that the
development adhere to the site plan on file with the Division of Planning and
Development; 2) that all storage and equipment must be stored within confines
of the building; and 3) that rezoning is for Lots 16 and 17 only.]
12. Consideration
of adopting a resolution indicating objection/no objection to the following
proposed project in Calcasieu Parish, Louisiana, provided said work meets with
the rules and regulations of the Corps of Engineers and approvals are received
from all appropriate state and federal agencies, and further, that any required
permits are obtained from the Division of Planning and Development:

Proposal
of Palermo Properties, L.L.C. to clear, grade, and fill an area to construct a
public truck stop and casino.
Preliminary determinations have shown that approximately 2.7 acres of
jurisdictional wetlands will be impacted from the final development. The proposed project is located within an
area about 635 feet long and 236 feet wide, adjacent to Beglis Parkway. Approximately 7,400 cubic yards of on-site
graded earthen material and 9,800 cubic yards of hauled-in clay and aggregate
will be deposited as fill for the proposed development. Said project is located off of Beglis
Parkway in Sulphur. The Planning Staff
recommends that the Police Jury indicate no objection to this project application.
AGENDA
NOTE: any resolution of no objection to any
project, if adopted, will stipulate that such “no objection” is based solely on
evaluation by the Parish Planning and Development Staff relative to the
project’s compliance with current parish ordinances and provisions, and that no
environmental assessment was made, and further, requesting the agencies and/or
individuals with environmental expertise to make an evaluation and forward
their findings to the U. S. Corps of Engineers.
13. Consideration of authorizing the Parish Engineer to proceed with
the appraisal process for acquisition of right-of-way for the Walker Road
Extension project, from Thompson Road to Louisiana Highway 27.
14. Consideration
of adopting a resolution approving an agreement between the Calcasieu Parish
Police Jury Transit System (Office of Community Services) and the Calcasieu
Workforce Center to provide transportation services to eligible participants of
the Calcasieu Workforce Center actively participating in programs provided by
the Calcasieu Workforce Center, and further, authorizing the President of the
Police Jury to execute all documents related thereto.
15. Consideration
of adopting a resolution approving a lease agreement on a month-to-month basis
for the co-location of the Parish’s Workforce Investment Act Program staff with
the Louisiana Department of Labor in satisfaction of the requirements of the
One-Stop Center with said department, and further, authorizing the President of
the Police Jury to execute all documents related thereto.
16.
Consideration
of proclaiming Friday, May 18, 2001, as “Max Jones” Day in Calcasieu Parish
upon his retirement and in deep appreciation and recognition of outstanding and
dedicated service as Executive Director of the Chennault International Airport
Authority.

The following items were
received after the agenda was faxed out on May 11, 2001, and will require a
two-thirds vote to suspend the rules for consideration by the Police Jury:

No. One (Mrs. Treme):
Receive report from Parish Engineer as
to whether or not the existing 25-mph speed limit on Grape Street in Pine Acres
Subdivision of Ward Six should be increased.
AGENDA NOTE: this item was on the
Police Jury agenda on May 3, 2001, but Parish Engineer requested more time for
the staff to conduct a traffic study of this street and others in the
subdivision with a report to be made a later date.

No. Two (Mr. Beam):
Consideration
of adopting a resolution approving the submittal of an application to the
Louisiana Department of Environmental Quality's Litter Abatement Grant Program
for $10,000 to fund litter enforcement patrols and litter education and
abatement initiatives, with a $2,500 match to come from the Solid Waste Fund,
and further, authorizing the President of the Police Jury to execute all
documents related thereto.
