1. Call to order by Vice-President Griffin.

2. Invocation by Mr. Bud Wagner, Deacon, Immaculate Conception Catholic Church.

5. The following has been advertised in accordance with Article II of Chapter Six of the Code of Ordinances of the Parish of Calcasieu, Louisiana for action to be taken at 6:00 p.m.:

Hold a public hearing to allow the owners of properties described below to show cause as to why the structures on said properties should not be condemned: (see attached)

AGENDA NOTE: a public hearing on this case was held on Thursday, May 18, 2000, and the Police Jury took action to condemn the structure. At a later date during a court hearing, it was discovered that proper notice was not given.

AGENDA NOTE: a public hearing on this case was scheduled on Thursday, June 22, 2000, and the Police Jury deferred action on this case until the owner of the manufactured home could be notified.

6. Presentation of certificates to:

7. Presentation of the 2000 Eagle Awards for Business Achievement in the Small Business, Medium Business, and Large Business categories.

8. Presentation by Senator Willie Mount of the Fiscal Year 1999 Louisiana Community Development Block Grant in the amount of $1,000,000 from the Louisiana Community Development Block Grant Program for sewer improvements in the Mossville community.

9. Presentation of the Calcasieu Parish Police Jury Comprehensive Annual Financial Report for the year ending December 31, 1999. (Mr. McMurry)

10. Take appropriate action on applications for liquor and beer permits. (Mr. Vickers) (see attached)

11. Consideration of approval of the minutes of the Regular Meeting of the Police Jury dated June 22, 2000.

12. Take appropriate action on RA03-003-00 which is a request by Gerald Lewis for a road abandonment off of Ryan Road in Ward Three. (Police Jury District 8) (see attached)

[On July 18, 2000, the Planning and Zoning Board voted unanimously to recommend that the request be granted.]

13. Take appropriate action on RZ03-019-00 which a request by Wilford Bryant to rezone from I-1 (Light Industrial) to R-2 (Mixed Residential) to allow a manufactured home. (520 Block Street in Ward Three, Police Jury District 2) (see attached)

[On July 18, 2000, the Planning and Zoning Board voted unanimously to recommend that the request be granted.]

14. Take appropriate action on RZ03-018-00 which is a request by Hazel Siggio and Vickie Mosier to rezone from R-2 (Mixed Residential) to C-1 (Light Commercial) to allow a dental clinic. (Nelson Road in Ward Three, Police Jury District 8)

[On July 18, 2000, the Planning and Zoning Board voted 5-4 to recommend that the request be denied. On July 19, 2000, the applicants withdrew their request.]

15. Take appropriate action on RZ05-020-00 which is a request by Judy H. Credeur to rezone from C-2 (General Commercial) to A-1 (Agricultural) to allow residential development. (Highway 12 in Ward Five, Police Jury District 11) (see attached)

[On July 18, 2000, the Planning and Zoning Board voted unanimously to recommend that the request be granted.]

16. Take appropriate action on request by Division of Planning and Development for clarification of Police Jury action on Thursday, May 4, 2000, which established a moratorium on processing of applications for new subdivisions during rewrite of the Parish’s Subdivision Ordinance.

17. Consideration of adopting a resolution indicating objection/no objection to the following proposed project in Calcasieu Parish, Louisiana, provided said work meets with the rules and regulations of the Corps of Engineers and approvals are received from all appropriate state and federal agencies, and further, that any required permits are obtained from the Division of Planning and Development:

AGENDA NOTE: on Thursday, February 17, 2000, the Police Jury adopted a resolution expressing objection to the developer’s proposal as it pertains to the extension of Nelson Road because it was not consistent with the MPO’s plans for the Port Access Road, but with no opposition to the remainder of the project.

AGENDA NOTE: any resolution of no objection to any project, if adopted, will stipulate that such "no objection" is based solely on evaluation by the Parish Planning and Development Staff relative to the project’s compliance with current parish ordinances and provisions, and that no environmental assessment was made, and further, requesting the agencies and/or individuals with environmental expertise to make an evaluation and forward their findings to the U. S. Corps of Engineers.

 

18. Consideration of adopting a resolution authorizing the President of the Police Jury to execute a Cooperative Agreement between the Police Jury and the State of Louisiana, Department of Natural Resources, for the Parish’s 2000-2001 Local Coastal Program.

19. Consideration of adopting a resolution authorizing the President of the Police Jury to execute a Cooperative Agreement between the Police Jury and the State of Louisiana, Department of Natural Resources, for the Parish’s 2000-2001 Coastal Wetlands Restoration Program (Christmas Tree Recycling Project).

20. Consideration of adopting a resolution approving an agreement between the Police Jury and Entergy Gulf States, Inc. indicating no objection to the construction, operation, and maintenance of a parish road (Highline Road from U.S. 171 to Paul Bellon Road) across Entergy Gulf States’ right-of-way, and further, authorizing the President of the Police Jury to execute all documents related thereto.

21. Consideration of authorizing the President of the Police Jury to execute the necessary documents for acquisition of right of way from Alford Clooney Savoie and Una Mae Arabie Savoie on WPA Road in Wards Four and Seven (Calcasieu Parish Project No. 2000-03), in accordance with criteria established by the Police Jury and recommendation of the Parish Engineer.

22. Consideration of adopting a resolution authorizing a letter to be forwarded to the Louisiana Department of Transportation and Development requesting that consideration be given in order of the priority shown to various railroad crossings within Calcasieu Parish for the installation of signal devices under Highway Safety Funding Program 203.

23. Receive report from Chairman of the Ditch Maintenance Ad-Hoc Committee on a meeting of the committee held on Thursday, July 20, 2000, at 4:30 p.m.

24. Consideration of approving a waiver to award a contract in the amount of $267,970 to the Calcasieu Parish School Board to serve 60 low-income youth (14-21) under the Workforce Investment Act Youth Program, as recommended by the Workforce Investment Board (WIB). (A waiver is necessary due to the fact that the request exceeds the $250,000 limit and requires Police Jury approval of WIB’s recommendation.)

25. Take appropriate action on a vacancy on the Workforce Investment Board created by the resignation of Ms. Jeanne L. Saal. (Ms. Saal represented the Greater Jennings Chamber of Commerce, and a letter has been forwarded to them requesting that they submit a nomination for this vacancy.)

AGENDA NOTE: action was deferred by the Police Jury on Thursday, July 6, 2000.

26. Consideration of approving Ms. Peggy Frankland as a representative of community/citizen group sector on the Calcasieu Estuary Community Task Force.

27. Take appropriate action on the following bids which were received and opened by the Police Jury on Thursday, June 29, 2000, and Thursday, July 6, 2000, for the following projects:

AGENDA NOTE: the low bidder, Kraus Construction, Inc. has requested that the Police Jury allow him to withdraw his bid ($289,732.00) due to the fact that said company has found an error in figuring the cost of the project (roofing was not included). The Parish Engineer recommends that the second low bid $314,422.00 (Base Bid - $336,400.00 less Alternate Nos. One and Two-Deducts-$21,978.00) of Priola Construction Corporation be accepted.

AGENDA NOTE: the Parish Engineer recommends that the low bid in the amount of $119,562.90 of Pavement Markings Company be accepted. Action on bids was deferred by the Police Jury on Thursday, July 6, 2000.

AGENDA NOTE: the Parish Engineer recommends that the low bid in the amount of $214,241.30 of Prairie Construction Company, Inc. be accepted. Action on bids was deferred by the Police Jury on Thursday, July 6, 2000.

AGENDA NOTE: the Parish Engineer recommends that the low bid in the amount of $189,622.00 of Civil Construction Company & Environmental Services, Inc. be accepted. Action on bids was deferred by the Police Jury on Thursday, July 6, 2000.

28. Consideration of authorizing the Parish Administrator to advertise for bids for a new power plant for the firewater pumps at the Calcasieu Emergency Response Training Center.

29. Consideration of authorizing the Parish Administrator to advertise for Calcasieu Parish Project No. 2000-13 (Construction of One Washpad Cover and One Storage Facility) for use by the Mosquito Control Department.

EMERGENCY ITEMS

REGULAR MEETING – JULY 20, 2000

The following items were received after the agenda was faxed out on July 14, 2000, and will require a two-thirds vote to suspend the rules for consideration by the Police Jury:

Item No. One (Mr. McMurry):

Consideration of approval of a request from the Lake Charles Regional Airport (Airport District No. One) to include the improvement of a road on airport property under a parish hardsurfacing project with the Airport District No. One to pay for the improvements of the road in its entirety.

Item No. Two (Mr. Smart):

Consideration of approving a Contract to Provide Services/Hold Harmless Agreement with Lucas Thibeaux to provide parkkeeper services at Prien Lake Park, and further, authorizing the President of the Police Jury to execute all documents related thereto.

Item No. Three:

ADVISE that Ms. Gayle Royer Salter has been appointed as Justice of the Peace pro tempore in Ward Six, effective July 17, 2000, through December 31, 2000, or until the vacancy is filled, whichever occurs sooner, at which time the appointment shall terminate. (According to the Secretary of State’s Office, an election has been called to fill this vacancy on October 7, 2000.)
