SERVICES
The Office of the Administrator is responsible for the overall supervision
and administration of all parish programs and departments, and the execution of parish policies
as created by the Police Jury. The primary goal of this office is to keep the
vision and mission of the Police Jury in constant focus, and to administer the
affairs of the Police Jury with integrity, professionalism and principle. This
office must also provide the leadership necessary to give to the members of the
Police Jury quality recommendations which will continue the Parish's
responsiveness to its citizens in innovative, effective, and efficient ways.
In addition to the oversight of operations, the Office of the Administrator
has several ongoing responsibilities:

Produce the
annual budget, in coordination with the Finance Division
· Handle the
administration of all contracts for the Police Jury. This includes contracts
and agreements for road construction, facility expansions, joint service
agreements, request-for-proposals, riverboat casino revenue allocation, and a variety of other
instruments.

Draft utility
franchises
·
Conduct
research and analysis to develop policy recommendations
·
Make
presentations to civic groups and school students
·
Publish and
update guidebook on Calcasieu Parish government
·
Administer oil,
gas, and mineral leases and property appraisals
·
Oversee litter
enforcement program, and participate in SWLA Team Green activities
·
Monitor
legislative activities
·
Administer
polling place and precinct boundary designations
·
Oversee Parish
website and government access channel
· Transcribe and
index of all Police Jury meetings
· Prepare
ordinances, resolutions, and correspondence associated with Police Jury action
HIGHLIGHTS
In 2002 the Office of the Administrator was active in several major
initiatives that involved the full range of services provided by the Police
Jury.
· Completed
construction on the Training and Education Center at the Office of Juvenile
Justice Services.
· Continued
construction on expansion and modernization of the Calcasieu Parish Health
Unit – Lake Charles branch. Phase one is scheduled for completion in the
Spring of 2003.
· Neared
completion of the Parish Government Building expansion. Anticipated
completion is set for April, 2003.
· Entered
a joint ordinance for ambulance service with the City of Lake Charles,
establishing performance standards in the operation of ambulances. Developed
a Request-for-Proposal package for a single provider of ambulance service
outside of the West Cal-Cam EMS service area.
·
Continued to
lead the Calcasieu Estuary Community Task Force. In 2002, the EPA completed
its study of the estuary, and remediation efforts have begun for affected
areas.
· Coordinated
the process for the Prien Lake Park Development Task Force, which is made up
of citizens whose goal was to help the Police Jury define what to include in
the newly expanded Prien Lake Park property.
·
Entered an
agreement with the City of Lake Charles to enlarge the boundaries of
Recreation District No. One of Ward Three to include Lake Charles.
· Developed
a Request-for-Proposal for adaptive reuse of the Mullers building. Proposals
are due in late March, 2003, with action to be taken by the Police Jury within
90 days of receipt of proposals.
· Directed
the process for the creation of the Burton Coliseum Advisory Council.
· Participated
in employee sessions, including new employee orientation and supervisor
training.
